【摘要】：作為社會(huì)主義文化的有機(jī)組成部分,公安警察文化在建設(shè)過(guò)程中,一直在不斷探索、創(chuàng)造屬于自身的行業(yè)文化,以尋求在管理模式、價(jià)值取向、行為規(guī)范和精神內(nèi)涵等方面的突破和創(chuàng)新。公安警察文化的影響力波及公安組織本身和內(nèi)部每一個(gè)成員的行為態(tài)度和行為方式,健康的公安警察文化對(duì)于滿足公安警察的內(nèi)在精神需求,提高單個(gè)公安民警的戰(zhàn)斗力,增強(qiáng)整個(gè)公安機(jī)關(guān)的向心力,促使警察隊(duì)伍由“管制型”向“服務(wù)型”轉(zhuǎn)變具有理論和現(xiàn)實(shí)上的雙重意義。由于文化本身具有包容型和非過(guò)濾性,因此社會(huì)中任何一種文化都是錯(cuò)綜復(fù)雜的。不僅多種文化形式并存,同時(shí)還普遍存在一些落后和腐朽的因素。由于工作性質(zhì)和工作職能的要求,公安警察接觸社會(huì)消極因素的幾率之高可說(shuō)是所有行業(yè)和職業(yè)中最多的,公安民警在工作中如何抵抗腐朽文化的侵蝕與滲透,一直是常問(wèn)常新的一個(gè)命題。因此,如何充分發(fā)揮先進(jìn)的公安警察文化所具有的功能,弘揚(yáng)主流文化,用先進(jìn)的公安警察文化武裝公安隊(duì)伍,是亟需解決的一個(gè)現(xiàn)實(shí)問(wèn)題。 本文的引言部分闡述了選題的背景和意義,介紹了國(guó)內(nèi)外研究相關(guān)問(wèn)題的文獻(xiàn),以及本文的研究?jī)?nèi)容和研究方法。文章的結(jié)構(gòu)分為三部分,即“是什么”、“為什么”和“怎么做”。第一部分——公安警察文化相關(guān)理論和概念界定,闡明了“文化”和“公安警察文化”的內(nèi)涵；第二部分——對(duì)我國(guó)公安警察文化建設(shè)現(xiàn)狀的反思,提出了我國(guó)公安警察文化建設(shè)面臨嚴(yán)峻的挑戰(zhàn)這一現(xiàn)狀,以及公安警察文化建設(shè)出現(xiàn)問(wèn)題的原因；第三部分——我國(guó)公安警察文化建設(shè)的對(duì)策,針對(duì)第二部分出現(xiàn)問(wèn)題的原因,提出了以完善我國(guó)公安警察文化建設(shè)新的價(jià)值標(biāo)準(zhǔn)、選擇新的途徑和實(shí)施保障作為對(duì)策。全文緊扣“我國(guó)公安警察文化建設(shè)面臨的挑戰(zhàn)及應(yīng)對(duì)”這一主題,探索了我國(guó)公安警察文化建設(shè)的新路徑。
[Abstract]:As an organic part of the socialist culture, the police culture has been constantly explored in the process of construction, creating its own industry culture, in order to seek in the management model, value orientation, The breakthrough and innovation in such aspects as the code of conduct and spiritual connotation. The influence of public security police culture affects the behavior attitude and behavior style of the public security organization itself and every member of the public security organization. A healthy police culture can satisfy the internal spiritual needs of the public security police and enhance the combat effectiveness of the individual police officers. It is of both theoretical and practical significance to strengthen the centripetal force of the whole public security organ and to change the police force from "control type" to "service type". Because culture itself is inclusive and non-filter, any culture in society is intricate. There are not only many cultural forms, but also some backward and decadent factors. Due to the nature of the work and the requirements of the work function, the probability of the police coming into contact with the negative social factors is the highest in all professions and professions. How can the police resist the erosion and infiltration of the decadent culture in their work? It has always been a new proposition to ask Chang. Therefore, how to give full play to the function of the advanced police culture, to carry forward the mainstream culture, and to arm the public security team with the advanced police culture is a practical problem that needs to be solved. The introduction of this paper describes the background and significance of the topic, introduces the domestic and foreign literature on related issues, as well as the research content and research methods. The structure of the article is divided into three parts: what is it, why and how to do it. The first part defines the relevant theories and concepts of police culture, expounds the connotation of "culture" and "police culture", the second part reflects on the present situation of the construction of police culture in China. This paper puts forward the present situation that the construction of police culture in our country is facing severe challenges, and the causes of the problems in the cultural construction of the police, the third part, the countermeasures of the cultural construction of the police in our country, and the reasons for the problems in the second part. This paper puts forward the countermeasures of perfecting the new value standard of the construction of police culture in our country, choosing new ways and implementing guarantee. The full text clings to the theme of "challenges and responses to the construction of public security police culture in China", and explores the new path of the cultural construction of public security police in China.
