【摘要】：伴隨著改革開放的不斷推進(jìn),我國(guó)邁入了社會(huì)轉(zhuǎn)型風(fēng)險(xiǎn)與全球風(fēng)險(xiǎn)混合疊加的風(fēng)險(xiǎn)社會(huì)。當(dāng)前風(fēng)險(xiǎn)社會(huì)的重大特征之一,就是社會(huì)矛盾日益凸顯與公民權(quán)利意識(shí)日漸覺醒的雙重交織,引發(fā)了越來越多的群體性事件,嚴(yán)重影響著社會(huì)的和諧與穩(wěn)定。地方政府作為國(guó)家政治制度的重要組成部分和社會(huì)公共事務(wù)的管理者,如何理性而全面地看待群體性事件,切實(shí)提高應(yīng)對(duì)群體性事件的能力,已經(jīng)成為左右事件走向,關(guān)乎發(fā)展大局,乃至攸關(guān)政府地位的一項(xiàng)重大現(xiàn)實(shí)課題。本文基于普遍主義與特色理論相結(jié)合的學(xué)術(shù)立場(chǎng),旨在運(yùn)用宏觀與微觀、理論分析與實(shí)證研究相結(jié)合的方法,通過建國(guó)以來我國(guó)政府治理群體性事件的歷史進(jìn)程梳理和群體性事件這一現(xiàn)代語詞的概念重構(gòu),剖析了現(xiàn)階段我國(guó)群體性事件的基本態(tài)勢(shì)及特點(diǎn),揭示了新時(shí)期地方政府治理群體性事件所面臨的嚴(yán)峻形勢(shì)與挑戰(zhàn),進(jìn)而提出了地方政府治理群體性事件之可資借鑒的對(duì)策建議。
[Abstract]:With the continuous development of reform and opening up, China has entered a risk society where social transition risks and global risks are mixed and superimposed. One of the most important features of the current risky society is that the social contradiction is increasingly prominent and the citizen's awareness of rights is becoming more and more intertwined, which leads to more and more mass events, which seriously affect the harmony and stability of the society. As an important part of the national political system and the manager of social public affairs, how to treat group events rationally and comprehensively, and how to improve their ability to deal with group incidents, has become the trend of events. Related to the overall situation of development, and even a major reality of the status of the government. Based on the academic standpoint of the combination of universalism and characteristic theory, the purpose of this paper is to apply the methods of macro and micro, theoretical analysis and empirical research. This paper analyzes the basic situation and characteristics of group events in China at present by combing the historical process of governance of group events and reconstructing the concept of group events as a modern word since the founding of the people's Republic of China. This paper reveals the severe situation and challenge that local government faces in managing group events in the new period, and then puts forward some countermeasures and suggestions for local governments to manage group events for reference.
