【摘要】： 高等級(jí)公路是經(jīng)濟(jì)發(fā)展的動(dòng)脈,為社會(huì)經(jīng)濟(jì)的發(fā)展發(fā)揮了極其重要的作用。但任何事物都具有兩面性,高等級(jí)公路給人類帶來巨大利益的同時(shí),也給人們帶來了巨大損失。如何預(yù)防重特大道路交通事故的發(fā)生,是一個(gè)無法回避的課題。結(jié)合甘肅省實(shí)際,提出法律預(yù)防措施是本文目的所在。 本文從大量真實(shí)客觀的數(shù)據(jù)入手,分析總結(jié)重特大道路交通事故特點(diǎn),從多角度剖析事故發(fā)生原因,從多個(gè)方面進(jìn)行事故預(yù)防。本文力圖從多方面,分析問題,解決問題。 本文分為五個(gè)部分進(jìn)行研究。第一,對(duì)論文所涉及基礎(chǔ)性概念進(jìn)行闡釋;第二,對(duì)甘肅省近年重特大道路交通事故進(jìn)行概述,包括發(fā)生起數(shù)、死亡情況和財(cái)產(chǎn)損失;第三,甘肅省重特大道路交通事故的特點(diǎn);第四,深入闡述甘肅省高等級(jí)公路重特大道路交通事故的成因,分為一般原因和特殊原因;第五,對(duì)重特大道路交通事故預(yù)防提出了法律對(duì)策,從完善立法、依靠科技、計(jì)重收費(fèi)、完善公路設(shè)施、發(fā)揮交管職能作用等幾個(gè)方面進(jìn)行了探討,預(yù)防重特大道路交通事故發(fā)生。
[Abstract]:High-grade highway is the artery of economic development and plays an extremely important role in the development of social economy.But everything has two sides, high-grade highway brings great benefits to human beings, but also brings huge losses to people.How to prevent serious road traffic accidents is an unavoidable subject.Combining with the reality of Gansu Province, the purpose of this paper is to put forward legal prevention measures.Starting with a large number of real and objective data, this paper analyzes and summarizes the characteristics of serious and serious road traffic accidents, analyzes the causes of accidents from various angles, and carries out accident prevention from many aspects.This paper tries to analyze and solve problems from many aspects.This paper is divided into five parts to study.First, to explain the basic concepts involved in the paper; second, to summarize the serious and serious road traffic accidents in Gansu Province in recent years, including the number of accidents, deaths and property losses; third,The characteristics of serious and serious road traffic accidents in Gansu Province. Fourth, the causes of heavy and serious road traffic accidents on high grade highways in Gansu Province are expounded, which are divided into general causes and special causes. Fifth,This paper puts forward the legal countermeasures for the prevention of serious and serious road traffic accidents, and probes into several aspects, such as perfecting legislation, relying on science and technology, counting heavy charges, perfecting highway facilities, giving play to the function of traffic management, and so on, in order to prevent the occurrence of serious and serious road traffic accidents.
