【摘要】： 我國群體性事件面廣量大,成因復(fù)雜,隨著社會信息化程度的不斷提高,呈現(xiàn)出與信息化密切相關(guān)的特點(diǎn)規(guī)律,對有效處置形成了新的挑戰(zhàn)。武警部隊是保衛(wèi)國家安全、維護(hù)社會穩(wěn)定的重要力量,深入研究信息化條件下處置群體性事件特點(diǎn)規(guī)律,構(gòu)建長效機(jī)制,有助于武警部隊更好地履行職能使命,完成法律賦予的責(zé)任義務(wù),具有很強(qiáng)的現(xiàn)實(shí)意義。 本文從闡述危機(jī)和危機(jī)管理有關(guān)理論入手,首先,綜述了國內(nèi)外相關(guān)理論研究基本情況,厘清了群體性事件的概念、探討了群體性事件的特征、形成要素以及發(fā)展趨勢,在此基礎(chǔ)上分析了危機(jī)管理理論對處置群體性事件的應(yīng)用功效。其次,對近年來武警部隊處置群體性事件基本情況進(jìn)行了回顧,深入分析處置工作中的存在的問題和原因,論述了信息化程度的提高對群體性事件產(chǎn)生的影響,以及信息化條件對武警部隊處置群體性事件形成的新挑戰(zhàn)。第三,運(yùn)用公共管理理論,提出了信息化條件下武警部隊高效處置群體性事件構(gòu)建長效機(jī)制的對策,主要從事前應(yīng)急準(zhǔn)備機(jī)制、事中處置機(jī)制以及事后評估機(jī)制三個方面進(jìn)行層層論述和制度設(shè)計。最后,通過武警部隊處置群體性事件實(shí)踐案例證明機(jī)制構(gòu)建的正確性和可行性。 在提出對策過程中,結(jié)合武警部隊工作實(shí)際,采取了定性與定量相結(jié)合的分析方法,運(yùn)用基于案例的推理(CBR)技術(shù)決策,創(chuàng)新地回答了武警部隊在信息化條件下處置群體性事件中如何科學(xué)決策,優(yōu)化兵力等資源配置。
[Abstract]:With the continuous improvement of the degree of information in the society, the characteristics of the mass events in our country are large and complicated, which are closely related to the information technology, and pose a new challenge to the effective disposal.The Armed Police Force is an important force in safeguarding national security and maintaining social stability. It is helpful for the Armed Police Force to better perform its functional mission by deeply studying the characteristics of handling mass incidents under the condition of information technology and building a long-term mechanism.It is of great practical significance to fulfill the obligation of responsibility entrusted by law.This paper begins with the theory of crisis and crisis management, first of all, summarizes the basic situation of theoretical research at home and abroad, clarifies the concept of group events, discusses the characteristics, formation elements and development trend of group events.On the basis of this, the application effect of crisis management theory to dealing with group incidents is analyzed.Secondly, the basic situation of the armed police force dealing with group incidents in recent years is reviewed, the existing problems and reasons in the handling work are deeply analyzed, and the influence of the improvement of the information level on the group incidents is discussed.As well as the information condition to the armed police force to deal with the group incident the new challenge.Thirdly, using the theory of public management, this paper puts forward the countermeasures to construct a long-term mechanism for the armed police forces to deal with group incidents efficiently under the condition of information technology, mainly engaged in the pre-emergency preparedness mechanism.The disposal mechanism and the post-evaluation mechanism are discussed layer by layer and system design.Finally, this paper proves the correctness and feasibility of the construction of the mechanism through the practical cases of the armed police force dealing with group incidents.In the course of putting forward countermeasures, combined with the actual work of the Armed Police Force, the qualitative and quantitative analysis method is adopted, and the CBR-based reasoning technique is used to make the decision.An innovative answer is given to how the Armed Police Force can make scientific decisions and optimize the allocation of military resources in dealing with mass incidents under the condition of information technology.
