【摘要】：當(dāng)前居住證制度在全國(guó)范圍內(nèi)的實(shí)施,面臨著流動(dòng)人口辦證積極性不高,持證者享受的福利不符合預(yù)期以及積分落戶(hù)意愿不強(qiáng)等問(wèn)題。本文通過(guò)回溯居住證制度全面實(shí)施的進(jìn)程和存在的問(wèn)題,并以武漢市為例,在問(wèn)卷調(diào)查和實(shí)地調(diào)研基礎(chǔ)上,對(duì)居住證制度實(shí)施提供建議參考。
[Abstract]:At present, the implementation of the residence permit system in the whole country is faced with the problems such as the low enthusiasm of the floating population in handling the certificate, the disaccord with the expectation of the welfare enjoyed by the holder of the permit, and the lack of strong willingness to settle down with the points.Through retrospect the process and existing problems of the implementation of residence permit system, and taking Wuhan as an example, on the basis of questionnaire survey and field investigation, this paper provides some suggestions for the implementation of residence permit system.
