【摘要】：當(dāng)前居住證制度在全國范圍內(nèi)的實施,面臨著流動人口辦證積極性不高,持證者享受的福利不符合預(yù)期以及積分落戶意愿不強(qiáng)等問題。本文通過回溯居住證制度全面實施的進(jìn)程和存在的問題,并以武漢市為例,在問卷調(diào)查和實地調(diào)研基礎(chǔ)上,對居住證制度實施提供建議參考。
[Abstract]:At present, the implementation of the residence permit system in the whole country is faced with the problems such as the low enthusiasm of the floating population in handling the certificate, the disaccord with the expectation of the welfare enjoyed by the holder of the permit, and the lack of strong willingness to settle down with the points.Through retrospect the process and existing problems of the implementation of residence permit system, and taking Wuhan as an example, on the basis of questionnaire survey and field investigation, this paper provides some suggestions for the implementation of residence permit system.
