【摘要】：近年來，隨著互聯(lián)網(wǎng)的迅猛發(fā)展，網(wǎng)民人數(shù)的飛速增長，網(wǎng)絡(luò)已經(jīng)融入了我們生活的各個(gè)角落，并且成為公民表達(dá)訴求和參政議政的重要渠道。同時(shí)，進(jìn)入社會(huì)轉(zhuǎn)型期的我國也是矛盾多發(fā)期，社會(huì)階層、社會(huì)群體、社會(huì)組織以及資源配置、地區(qū)發(fā)展等各方面都發(fā)生了不同的轉(zhuǎn)變，不同群體的利益要求在不能得到滿足的情況下被突顯出來，民眾對(duì)一些社會(huì)不公平現(xiàn)象積聚了憤懣情緒，各種矛盾突破過去有限的表達(dá)渠道，在網(wǎng)絡(luò)上反映出來，導(dǎo)致網(wǎng)絡(luò)群體性事件頻發(fā)，規(guī)模日益擴(kuò)大，形式趨于激烈，己經(jīng)發(fā)展成為影響社會(huì)穩(wěn)定的一個(gè)重要因素。如何正確認(rèn)識(shí)和應(yīng)對(duì)網(wǎng)絡(luò)群體性事件，已經(jīng)成為擺在政府面前不容忽視的一道課題。 本文結(jié)合大量案例數(shù)據(jù)對(duì)網(wǎng)絡(luò)群體性事件的基本理論、類型、效應(yīng)及應(yīng)對(duì)等分五個(gè)部分進(jìn)行分析研究： 第一部分是緒論，介紹研究的背景、意義、方法、已有的研究成果及文章的創(chuàng)新點(diǎn)。 第二部分是基本概念的界定和相關(guān)理論的闡述，主要對(duì)群體性事件和網(wǎng)絡(luò)群體性事件的概念進(jìn)行了界定，從誘導(dǎo)因素、參與主體、發(fā)生場(chǎng)域、事件規(guī)模四個(gè)方面對(duì)群體性事件和網(wǎng)絡(luò)群體性事件的區(qū)別進(jìn)行研究，分析網(wǎng)絡(luò)群體性事件所具有的與一般群體性事件共有特點(diǎn)之外的獨(dú)有特點(diǎn)。相關(guān)理論闡述部分主要介紹社會(huì)沖突理論和危機(jī)管理理論，奠定研究基礎(chǔ)。 第三部分是對(duì)網(wǎng)絡(luò)群體性事件進(jìn)行分類并研究其產(chǎn)生的效應(yīng)，通過對(duì)近幾年的熱點(diǎn)網(wǎng)絡(luò)群體性事件進(jìn)行收集和整理，依照事件背后的目的指向進(jìn)行分類，并分析網(wǎng)絡(luò)群體性事件所造成的不同效應(yīng)。 第四部分是對(duì)政府應(yīng)對(duì)網(wǎng)絡(luò)群體性事件的現(xiàn)狀及所存在問題進(jìn)行分析，通過對(duì)有代表性的案例進(jìn)行分析，歸納出當(dāng)前政府應(yīng)對(duì)網(wǎng)絡(luò)群體性事件所采取的策略，得出政府應(yīng)對(duì)不力的原因。 第五部分是提出政府應(yīng)對(duì)網(wǎng)絡(luò)群體性事件的具體策略，，包括監(jiān)測(cè)預(yù)警、分析研判、具體應(yīng)對(duì)以及后續(xù)治理四個(gè)方面。
[Abstract]:In recent years, with the rapid development of the Internet and the rapid growth of the number of Internet users, the Internet has been integrated into every corner of our lives, and has become an important channel for citizens to express their demands and participate in political affairs.At the same time, as China enters the period of social transformation, it is also a period of frequent contradictions. Different changes have taken place in social strata, social groups, social organizations and the allocation of resources, regional development, and so on.The interests of different groups were highlighted when they could not be satisfied. The public accumulated resentment at some social inequities, and various contradictions broke through the limited channels of expression in the past and were reflected on the Internet.As a result of the frequent occurrence of network group events, the increasing scale and intense forms, it has become an important factor affecting social stability.How to correctly understand and deal with network group events has become a problem that can not be ignored in front of the government.This paper analyzes and studies the basic theory, types, effects and countermeasures of network group events in combination with a large number of case data.The first part is the introduction, which introduces the background, significance, methods, existing research results and innovation of the article.The second part is the definition of basic concepts and related theories, mainly defines the concept of group events and network group events, from the inductive factors, participants, field,This paper studies the differences between group events and network group events from four aspects of event scale, and analyzes the unique characteristics of network group events in addition to the common characteristics of common group events.The related theories mainly introduce the theory of social conflict and the theory of crisis management, and lay a foundation for research.The third part is to classify the network group events and study their effects, through collecting and sorting the hot network group events in recent years, according to the purpose of the events behind the classification.And analyze the different effects caused by network group events.The fourth part is to analyze the current situation and existing problems of government response to network group events, through the analysis of representative cases, summed up the current government response to network group events strategy.The reasons for the government's failure to deal with the problem are given.The fifth part is to put forward the specific strategies of the government to deal with the network group incidents, including monitoring and warning, analysis and judgment, specific response and follow-up governance four aspects.
