【摘要】:在中國(guó),輔警這個(gè)行業(yè)在產(chǎn)生時(shí)被定義為警察的助手,專職于協(xié)助人民警察維護(hù)社會(huì)秩序和國(guó)家安定,它的出現(xiàn)充分體現(xiàn)了社會(huì)力量參與警務(wù)活動(dòng)的重要意義。經(jīng)過長(zhǎng)年的發(fā)展,現(xiàn)今輔警隊(duì)伍這支輔助力量的作用在我國(guó)社會(huì)秩序的維護(hù)過程中已越來越凸顯。但是,薪酬待遇低一直以來都是掣肘輔警隊(duì)伍發(fā)展的突出問題,使其戰(zhàn)斗力和穩(wěn)定性受到嚴(yán)重影響。因此,為了有效發(fā)揮輔警隊(duì)伍在協(xié)助社會(huì)治理方面的作用,對(duì)其進(jìn)行薪酬管理方面的研究是當(dāng)務(wù)之急。薪酬設(shè)計(jì)是通過采取工作分析、職位評(píng)價(jià)、薪酬調(diào)查、薪酬水平定位等方式對(duì)單位員工所得報(bào)酬的支付標(biāo)準(zhǔn)、要素構(gòu)成、發(fā)放水平進(jìn)行確定,從而建立起科學(xué)的薪酬體系的過程。國(guó)外針對(duì)薪酬設(shè)計(jì)的研究開展的比較早也比較廣泛,國(guó)內(nèi)目前還處于學(xué)習(xí)國(guó)外研究成果的基礎(chǔ)上。論文是筆者對(duì)A分局輔警隊(duì)伍進(jìn)行薪酬設(shè)計(jì)的實(shí)踐與思考,筆者從理論入手,層層深入,在設(shè)計(jì)前仔細(xì)了解單位的現(xiàn)狀,設(shè)計(jì)中嚴(yán)格按照科學(xué)、客觀的設(shè)計(jì)流程和原則,最終成功建立起了薪酬體系,并取得了良好的應(yīng)用效果。筆者希望通過對(duì)A分局薪酬設(shè)計(jì)的深入研究,找尋和創(chuàng)立一套對(duì)我國(guó)公安機(jī)關(guān)輔警隊(duì)伍具有借鑒意義的薪酬設(shè)計(jì)方案,能更多地應(yīng)用于各地區(qū)的輔警隊(duì)伍,使輔警的薪酬問題得到改善,提高輔警隊(duì)伍的戰(zhàn)斗力和穩(wěn)定性,讓輔警在維護(hù)社會(huì)治安穩(wěn)定中更好地發(fā)揮作用。
[Abstract]:In China, auxiliary of the industry in production is defined as the police assistant, full-time to assist the people's police to maintain social order and national stability, meaning it fully reflects the social forces to participate in police activities. After years of development, now the auxiliary police team supporting forces in the maintenance process in China the social order has become increasingly prominent. However, low salaries have been constrained problems of the auxiliary police team development, the fighting capacity and stability have been seriously affected. Therefore, in order to effectively play the auxiliary police team to assist in the social aspects of governance, to carry out research on the salary management is a pressing matter of the moment. The salary design is through job analysis, job evaluation, salary survey, a payment standard, pay level positioning of employees paid on the level of elements. OK, so as to establish a scientific compensation system. According to the research of foreign compensation design carried out earlier and more extensive, the domestic is still in the study of foreign research achievements. The paper is based on the A branch of the auxiliary police team to carry on the practice and thinking of compensation design, the author starts from theory and in-depth understanding. The situation carefully before the design, in strict accordance with the scientific design, design process and objective principles, finally established the compensation system, and achieved good results. I hope that through in-depth research on compensation design of A branch, to find and create a set of compensation design reference to our country the public security organs of the auxiliary police team, can be applied to more auxiliary police team in all regions, the problems of compensation auxiliary improve, improve auxiliary police team's fighting strength and stability, let the auxiliary police in Victoria It is better to play a role in protecting the stability of the public security.
