【摘要】：當(dāng)前，，我國正處在經(jīng)濟轉(zhuǎn)軌、社會轉(zhuǎn)型的特殊時期，國內(nèi)貧富差距增大、民眾民主意識覺醒，同時互聯(lián)網(wǎng)、移動互聯(lián)網(wǎng)快速發(fā)展。在眾多因素的疊加下，涉警網(wǎng)絡(luò)輿情案事件頻發(fā)，給公安機關(guān)維護國家安全和社會穩(wěn)定帶來了新挑戰(zhàn)，同時也給人民群眾對黨和政府的認(rèn)同度及和諧社會的構(gòu)建產(chǎn)生深遠(yuǎn)的影響�；ヂ�(lián)網(wǎng)是一種公共產(chǎn)品，網(wǎng)絡(luò)平臺是特殊的公共場所。互聯(lián)網(wǎng)公共秩序的維護和管理，是現(xiàn)代公共管理工作中極其重要的組成部分。在網(wǎng)絡(luò)輿情的治理中，公安機關(guān)相應(yīng)地承擔(dān)著涉警網(wǎng)絡(luò)輿情的治理工作。因此，治理好涉警網(wǎng)絡(luò)輿情公安機關(guān)責(zé)無旁貸，同時黨和政府也開始對公安機關(guān)治理涉警網(wǎng)絡(luò)輿情工作提出了更高的要求。 目前，我國涉警網(wǎng)絡(luò)輿情治理無常設(shè)組織機構(gòu)，治理主體存在著極大的交叉性和不明確性，且在處置網(wǎng)絡(luò)輿情時缺乏先進的科學(xué)技術(shù)及有效的應(yīng)對方法，致使網(wǎng)民對抗情緒上升、事態(tài)進一步惡化，造成了政府公信力喪失、公安機關(guān)話語權(quán)丟失及社會治安管理難度加大等負(fù)面影響。如何建立實高效、系統(tǒng)的涉警網(wǎng)絡(luò)輿情工作機制已成為當(dāng)前公安工作亟須思考和解決的一個現(xiàn)實問題�，F(xiàn)階段，我國學(xué)界對網(wǎng)絡(luò)輿情的研究頗多，涵蓋了網(wǎng)絡(luò)群體性事件、網(wǎng)絡(luò)輿情相關(guān)技術(shù)、網(wǎng)絡(luò)輿情監(jiān)控及引導(dǎo)等方面，不過鮮有對涉警網(wǎng)絡(luò)輿情方面的研究，致使公安機關(guān)在輿情引導(dǎo)及處置過程中沒有理論指導(dǎo)、無操作規(guī)范可循。為彌補公安機關(guān)治理涉警網(wǎng)絡(luò)輿情方面的理論缺失及不足，本文擬從理論和實踐上來探索互聯(lián)網(wǎng)時代公安機關(guān)如何防范和處置涉警網(wǎng)絡(luò)輿情，希望能為警務(wù)工作提供理論依據(jù)和系統(tǒng)框架。 本文運用公共管理學(xué)等基本原理與方法，對涉警網(wǎng)絡(luò)輿情進行了初步的分析和研究。首先，重點介紹輿情、網(wǎng)絡(luò)輿情、涉警網(wǎng)絡(luò)輿情的概念，以及善治的理論觀點，進而詳盡闡述了涉警網(wǎng)絡(luò)輿情的特點、高發(fā)的原因。其次，分析了涉警網(wǎng)絡(luò)輿情對公安工作的影響及治理涉警網(wǎng)絡(luò)輿情的意義。再次，深刻剖析了現(xiàn)階段我國涉警網(wǎng)絡(luò)輿情治理存在的問題。最后用善治理論來分析具體的涉警網(wǎng)絡(luò)輿情案例，得出涉警網(wǎng)絡(luò)輿情的治理原則，即公安機關(guān)和涉警網(wǎng)絡(luò)輿情主體二者共同合作、共同參與治理，最終實現(xiàn)警民雙贏的局面。在此基礎(chǔ)上，對照分析我國目前現(xiàn)階段涉警網(wǎng)絡(luò)輿情治理的不足和弊端，從政府相關(guān)部門、公安機關(guān)及網(wǎng)民層面三方面，提出了適合我國國情的涉警網(wǎng)絡(luò)輿情治理機制的構(gòu)建方法。

In the governance of network public opinion. The public security organs accordingly bear the police network public opinion management. Therefore, good governance of online public opinion related to police public security organs responsibility, at the same time the party and the government also began to the public security organs of governance Higher requirements have been put forward in the police network public opinion work.
At present, China's police network public opinion management established organization, governance body there is a great cross and uncertain, and the advanced science and technology and the lack of an effective way to deal with the disposal of network public opinion, the netizen backlash rise, further deterioration of the situation, resulting in the loss of credibility of the government, the public security organ right the loss of social security and management difficulty to increase the negative impact. How to establish a real high, involving the police network public opinion work system has become the current public security work must consider and solve a real problem. In order to make up for the lack of police related public security organs governance theory of network public opinion and the insufficiency, this paper from theory and practice to explore the prevention and disposal of police network public opinion to the Internet era of public security organs, hoping to provide a theoretical basis and system framework for police work.
This paper uses public management principle and methods of police network public opinion are analyzed. Firstly, focusing on public opinion, the network public opinion, the concept of police network public opinion, and good governance theory, and then elaborates the characteristics of police network public opinion, due to the high incidence. Secondly, analysis of the impact of police network public opinion on the public security work and the significance of governance involving police network public opinion. Thirdly, a profound analysis of the present police network public opinion management problems. Finally, the theory of good governance to analyze the specific case involving police network public opinion, the governance principles involving police network public opinion, public security authorities and police network public opinion subject two joint cooperation, joint participation in governance, and ultimately the win-win situation. On this basis, the control analysis of the current stage of police management of Internet public opinion and the disadvantages of our country, From the three aspects of the relevant government departments, public security organs and Internet users, the construction method of the police network public opinion governance mechanism is put forward, which is suitable for the national conditions of our country.
