【摘要】：公路標(biāo)志標(biāo)線行政管理,是公路行政管理的重要內(nèi)容。公路標(biāo)志標(biāo)線,作為疏導(dǎo)交通,引導(dǎo)駕駛者的一個重要的標(biāo)識,是公路上一個重要的設(shè)施,對指揮交通,提醒駕駛員都有著不可取代的作用。長久以來,人們只關(guān)注于公路標(biāo)志標(biāo)線的建設(shè),而忽視了對其的管理,造成了很多公路上的標(biāo)志牌不能正確地發(fā)揮其應(yīng)有的作用,如公路標(biāo)志牌損壞后得不到及時的修補(bǔ),公路標(biāo)志設(shè)置不合理,達(dá)不到應(yīng)有的效果等等,而這些問題的產(chǎn)生,很大程度都是由于疏于管理造成的。本文通過對公路標(biāo)志標(biāo)線作用的研究,分析建立公路標(biāo)志標(biāo)線行政管理制度的必要性,提出完善我國公路標(biāo)志標(biāo)線行政管理制度的建議,從而更好地對我國公路標(biāo)志標(biāo)線進(jìn)行管理,使公路標(biāo)志標(biāo)線在公路上的作用能夠更好地發(fā)揮。文章主要運(yùn)用調(diào)查研究、文獻(xiàn)法、分析比較和行政制度學(xué)理的方法,理論聯(lián)系實際,將理論與我國公路標(biāo)志標(biāo)線的管理實踐相結(jié)合,從我國公路標(biāo)志標(biāo)線行政制度的歷史發(fā)展歷程和我國公路標(biāo)志標(biāo)線行政管理制度現(xiàn)狀中,發(fā)現(xiàn)我國公路標(biāo)志標(biāo)線行政管理制度中問題,并通過對公路標(biāo)志標(biāo)線行政管理制度進(jìn)行分析,從制度和行政執(zhí)法等角度,提出構(gòu)建我國公路標(biāo)志標(biāo)線行政制度的建議,并提出構(gòu)建公路標(biāo)志標(biāo)線行政制度的目標(biāo)取向,最后對我國公路標(biāo)志標(biāo)線行政制度的發(fā)展走向進(jìn)行展望。文章通過對公路標(biāo)志標(biāo)線行政管理制度的研究,提出了完善我國公路標(biāo)志標(biāo)線行政管理制度對策和建議,為完善公路標(biāo)志標(biāo)線行政管理提供建議,進(jìn)而促進(jìn)我國公路事業(yè)的發(fā)展。
[Abstract]:The administration of highway signs and marks is an important content of highway administration.Highway sign marking, as an important sign to guide the traffic and guide the driver, is an important facility on the highway, which plays an irreplaceable role in directing the traffic and reminding the driver.For a long time, people only pay attention to the construction of highway signs and mark lines, but ignore the management of them. As a result, many of the signs on the highway can not play their due role correctly, such as the damage of highway signs can not be repaired in time.The setting of highway signs is unreasonable and can not achieve the due effect, and these problems are largely caused by lack of management.Based on the study of the function of highway marking and marking, this paper analyzes the necessity of establishing the administrative management system of highway signs and marks, and puts forward some suggestions for perfecting the administrative system of highway marking and marking in China.In order to better manage the highway marking line in our country, make the function of the highway marking line in the highway play a better role.This paper mainly uses the methods of investigation and research, literature method, analysis and comparison and administrative system theory, combining theory with practice, combining theory with the management practice of highway sign marking in our country.From the historical development of the administrative system of highway marking and marking in our country and the present situation of the administrative system of highway marking and marking in our country, the problems in the administrative system of highway marking and marking in China are found.Through the analysis of the administrative management system of highway signs and marking lines, this paper puts forward some suggestions for constructing the administrative system of highway signs and marking lines in our country from the angle of system and administrative law enforcement, and puts forward the target orientation of constructing the administrative system of highway signs and marking lines.Finally, the development trend of the administrative system of highway marking and marking in China is prospected.Based on the study of the administrative system of highway marking and marking, this paper puts forward the countermeasures and suggestions for perfecting the administrative system of highway marking and marking in China, which provides suggestions for perfecting the administrative management of highway marking and marking.And then promote the development of our country's highway cause.
