【摘要】： 人口流動是一種歷史現(xiàn)象,在某種角度上可以說,一個民族的歷史就是一個民族的遷徙史。隨著我國改革開放的不斷深入,流動人口的規(guī)模逐年擴大,對區(qū)域的影響也日益顯著,引起了各方面學者的廣泛關(guān)注。一方面外來流動人口在促進上海城市建設(shè)、社會發(fā)展、環(huán)境改善以及緩解上海城市勞動力老齡化進程和彌補上海戶籍人口負增長缺口方面發(fā)揮著極其重要的作用。從上海長遠發(fā)展來看,上海要實現(xiàn)“四個率先”和“四個中心”,不能沒有流動人口的積極參與。另一方面,大規(guī)模流動人口進入,也給上海城市綜合服務(wù)與管理帶來的巨大的挑戰(zhàn)。上海作為我國最大的,也是最典型的移民城市,目前有700多萬外來流動人口在滬工作、生活和發(fā)展,上海經(jīng)過幾十年的探索和實踐,逐漸形成了一整套行之有效的城市流動人口管理體系和管理模式,有效地促進了上海經(jīng)濟的發(fā)展、社會的穩(wěn)定和人民的安居樂業(yè)。但是,在專門針對外來流動人口的各項收費制度被相應(yīng)取消,外來務(wù)工人員的本地化傾向日趨彰顯的新形勢下,如何認真總結(jié)和積極探索一條大城市外口管理的新模式和新途徑,意義至關(guān)重大。 本文通過對外來流動人口國內(nèi)外相關(guān)理論和政策背景的分析以及基本概念的說明,對上海市外來流動人口有一個整體宏觀的認識,并通過上海市外來流動人口的歷史分析、現(xiàn)狀分析,把握上海市流動人口主要特征�；仡櫫松虾５牧鲃尤丝趯⒌墓芾砟Ｊ窖葑冞^程,對目前上海外來流動人口管理有關(guān)政策和措施進行了分析。闡述了新形勢下上海市外來流動人口管理所面臨的主要問題與困惑,給出了相應(yīng)的對策和建議。
[Abstract]:Population flow is a kind of historical phenomenon. In a certain angle, the history of a nation is the history of migration of a nation.With the deepening of China's reform and opening up, the scale of the floating population is expanding year by year, and the influence on the region is becoming more and more significant.On the one hand, the floating population plays an important role in promoting the urban construction, social development, environmental improvement, alleviating the aging process of Shanghai urban labor force and making up the negative growth gap of Shanghai's household registration population.In view of the long-term development of Shanghai, the active participation of floating population can not be achieved without the active participation of the floating population in order to realize the "four first" and "four centers" in Shanghai.On the other hand, the entry of large-scale floating population also brings a great challenge to the comprehensive service and management of Shanghai city.Shanghai is the largest and most typical immigrant city in China. At present, there are more than 7 million migrant migrants working, living and developing in Shanghai. After decades of exploration and practice, Shanghai,A set of effective urban floating population management system and management model have been gradually formed, which has effectively promoted the development of Shanghai's economy, social stability and people's living and working in peace and contentment.However, with the abolition of the various charging systems specifically for the migrant population, the localization tendency of migrant workers is becoming increasingly evident.It is of great significance to summarize and actively explore the new mode and approach of the management of a big city.Through the analysis of the relevant theories and policy background and the explanation of the basic concepts of the floating population at home and abroad, this paper has a macroscopic understanding of the floating population in Shanghai, and through the historical analysis of the floating population in Shanghai,The current situation analysis, grasps the Shanghai floating population main characteristic.This paper reviews the evolution of the management mode of floating population in Shanghai, and analyzes the relevant policies and measures on the management of floating population in Shanghai at present.This paper expounds the main problems and puzzles faced by the management of the floating population in Shanghai under the new situation, and puts forward the corresponding countermeasures and suggestions.
