【摘要】：國(guó)家安全思想是中國(guó)古代思想史的重要主題,治國(guó)安邦之論是中國(guó)古代國(guó)家安全思想的重要內(nèi)容。運(yùn)用當(dāng)代國(guó)家安全理論框架來分析,中國(guó)古代思想家在構(gòu)成國(guó)家安全的諸多要素中,始終把政治安全放在第一位,一切以維護(hù)統(tǒng)治者的政權(quán)安全為轉(zhuǎn)移;在思考影響和危害國(guó)家安全的因素時(shí),既重人禍也講天災(zāi),既講外患更重內(nèi)憂;在思考國(guó)家安全保障問題時(shí),非常重視一些重要關(guān)系的處理,例如在備與患、預(yù)與立的關(guān)系上重視未雨綢繆、有備無患、有預(yù)而立;在文與武、禮與兵的關(guān)系上強(qiáng)調(diào)文武并舉,更倡導(dǎo)先禮后兵,個(gè)別情況下還走向了修文偃武的極端;在安內(nèi)與攘外的關(guān)系上注意內(nèi)外兼顧,但也有"守內(nèi)虛外"的傳統(tǒng);在進(jìn)攻與防御的關(guān)系上具有以防御為主導(dǎo)的特征;在用兵與用間的關(guān)系上強(qiáng)調(diào)軍事行動(dòng)要知己知彼,重視情報(bào)的運(yùn)用;在剛?cè)帷④浻�、寬猛等關(guān)系上,既講究剛?cè)嵯酀?jì)、軟硬兼施、寬猛交用,更強(qiáng)調(diào)禮治、仁治、德治等柔性政策的根本性作用。
[Abstract]:The thought of national security is an important theme in the history of ancient Chinese thought, and the theory of governing the country and the country is an important content of the thought of national security in ancient China.Using the theoretical framework of contemporary national security, ancient Chinese thinkers always put political security in the first place among the many elements of national security, all of which were transferred to the security of the regime of the rulers.When considering factors affecting and endangering national security, both man-made and natural disasters are emphasized, and external disasters are stressed more than internal worries. In thinking about the issue of national security and safety, great importance is attached to the handling of some important relationships, such as preparedness and suffering.In the relationship between preemption and standing, we should pay attention to making good plans in advance, be prepared without trouble, stand in advance, emphasize both civil and military affairs in the relationship between civil and military, and advocate the principle of courtesy, and in some cases, go to the extreme of revising Wen Yanwu;Attention should be paid to the relationship between internal and external affairs, but there is also a tradition of "keeping inside empty and outside"; the relationship between attack and defense is characterized by defense; and in the relationship between the use of troops and the use of military forces, it is emphasized that military operations should know themselves and their enemies.Emphasis on the use of information; in the relations of rigid, soft, hard, wide and fierce, not only stresses the basic role of flexible policies, such as rigid and soft, soft and hard, and wide and fierce use, but also emphasizes the fundamental role of flexible policies such as rule by etiquette, benevolence, and rule by virtue.
