包頭市道路交通管理存在的問題與對(duì)策研究

【摘要】: 道路交通管理是政府實(shí)施公共管理的一項(xiàng)重要內(nèi)容,它涉及經(jīng)濟(jì)、社會(huì)乃至政治、軍事、文化等領(lǐng)域各個(gè)方面,是理論和實(shí)踐相結(jié)合的產(chǎn)物。世界上許多經(jīng)濟(jì)社會(huì)發(fā)達(dá)的地區(qū)和城市都在致力于道路交通管理方面的研究。通過對(duì)道路交通依法管理和科學(xué)管理從而實(shí)現(xiàn)道路交通安全、暢通、便捷、環(huán)保的總體目標(biāo),是人們參與道路交通活動(dòng)的基本要求,也是構(gòu)建社會(huì)主義和諧社會(huì)的客觀要求。 隨著西部大開發(fā)的進(jìn)一步深入和城市化進(jìn)程的加快推進(jìn),包頭市作為內(nèi)蒙古自治區(qū)最大的工業(yè)城市,近幾年經(jīng)濟(jì)社會(huì)得到超常規(guī)、跨越式地發(fā)展,人民生活水平有了顯著提高,汽車大量走入家庭,人們的生活節(jié)奏明顯加快,道路交通出行率大幅度提升,包頭已進(jìn)入大眾汽車消費(fèi)時(shí)代。當(dāng)前,道路交通的發(fā)展已無法滿足快速增長的交通需求,道路交通問題日益成為社會(huì)各界普遍關(guān)注的熱點(diǎn)問題。 包頭市的道路交通問題既有一些老城市所共有的特點(diǎn),又有快速發(fā)展中城市的新特點(diǎn),既有較大城市所具有的共性,又有邊疆少數(shù)民族地區(qū)城市的自身特點(diǎn)。機(jī)動(dòng)車保有量的大規(guī)模增加,特別是包頭市特殊的道路交通管理環(huán)境:路網(wǎng)布局不合理;交通設(shè)施歷史欠賬多;道路建設(shè)規(guī)劃滯后;交通管理體制落后,交通參與者素質(zhì)低;混合交通較為典型等諸多因素給城市交通帶來了巨大壓力。由此帶來人、車、路三者矛盾突出,交通擁堵現(xiàn)象嚴(yán)重,交通事故頻發(fā),環(huán)境污染加重,迫切需要尋求解決困擾道路交通發(fā)展的有效對(duì)策。 本文以新時(shí)期新形勢下包頭市道路交通管理的現(xiàn)狀與存在的問題分析為切入點(diǎn),以公共管理理論為分析平臺(tái),將快速發(fā)展的少數(shù)民族地區(qū)特有的人文地貌、民俗風(fēng)情、政府機(jī)構(gòu)、社會(huì)團(tuán)體、公民個(gè)人看作道路交通管理中不可或缺的主體要素,并從多角度來分析這些主體。在理論分析的基礎(chǔ)上借助對(duì)比的研究方法,同國內(nèi)外道路交通發(fā)達(dá)的典型地區(qū)和城市作比較,借鑒先進(jìn)作法和成功經(jīng)驗(yàn),從三個(gè)方面對(duì)包頭市道路交通管理進(jìn)行了分析和研究。一是研究包頭市道路交通管理的現(xiàn)狀與存在的問題。二是發(fā)現(xiàn)并找出包頭市道路交通管理存在問題的根源。三是提出解決問題的措施及對(duì)策,探索包頭市道路交通管理的新途徑,謀劃道路交通管理的新模式。需要強(qiáng)調(diào)是,包頭作為一個(gè)經(jīng)濟(jì)發(fā)展中城市,限制私家車的保有量是不明智的,不符合包頭市的實(shí)際情況。我們應(yīng)該在交通管理“軟件”建設(shè)上下大力氣、作大文章。應(yīng)當(dāng)借鑒國際先進(jìn)的管理經(jīng)驗(yàn)運(yùn)用科學(xué)的管理方法,精細(xì)組織交通;合理規(guī)劃發(fā)展城市道路交通設(shè)施建設(shè);改革道路交通管理體制;創(chuàng)新道路交通秩序管理機(jī)制;健全道路交通安全宣傳教育體系;建立道路交通管理新模式,逐步探索出一條符合包頭市情的道路交通管理發(fā)展新途徑。
[Abstract]:Road traffic management is an important part of the government's implementation of public management. It involves economic, social and even political, military, cultural and other fields. It is the result of the combination of theory and practice. Many economically and socially developed regions and cities in the world are devoting themselves to the study of road traffic management. Through the legal and scientific management of road traffic, the road traffic safety and smooth flow can be realized. Convenience, the overall goal of environmental protection, is the basic requirement for people to participate in road traffic activities, but also the objective requirement of building a harmonious socialist society. With the further development of the western region and the acceleration of the urbanization process, Baotou City, as the largest industrial city in Inner Mongolia Autonomous region, has experienced extraordinary and leap-forward economic and social development in recent years. The standard of living of the people has improved significantly, cars have entered the family in large numbers, the pace of life of people has obviously quickened, the travel rate of road traffic has been greatly increased, and Baotou has entered the era of mass automobile consumption. At present, The development of road traffic has not been able to meet the rapid growth of traffic demand. The road traffic problems in Baotou City have the common characteristics of some old cities, the new characteristics of rapidly developing cities, and the common features of larger cities. There are also the characteristics of the borderland minority area cities. The number of motor vehicles has increased in a large scale, especially the special road traffic management environment in Baotou: unreasonable road network layout, lack of historical traffic facilities, backward road construction planning; The traffic management system is backward, the quality of traffic participants is low, the mixed traffic is typical and many other factors bring great pressure to urban traffic. As a result, the contradictions among people, cars and roads are prominent, traffic congestion is serious, traffic accidents occur frequently. It is urgent to seek the effective countermeasures to solve the problem of road traffic development due to the aggravation of environmental pollution. Based on the analysis of the current situation and the existing problems of the road traffic management in Baotou city in the new era and the public management theory, this paper, based on the theory of public management, will make the special humanistic landforms and folklore customs in the rapidly developing minority areas. Government agencies, social organizations and individual citizens are regarded as indispensable main elements in road traffic management, and they are analyzed from many angles. On the basis of theoretical analysis, comparative research methods are used. Comparing with typical areas and cities with developed road traffic at home and abroad, and drawing lessons from advanced practices and successful experiences, This paper analyzes and studies the road traffic management in Baotou city from three aspects. One is to study the present situation and existing problems of the road traffic management in Baotou city. The other is to find and find out the root cause of the existing problems in the road traffic management in Baotou city. Third, to put forward measures and countermeasures to solve the problem, To explore new ways of road traffic management in Baotou City and to plan a new mode of road traffic management. It is important to stress that it is unwise to restrict the number of private cars in Baotou as an economically developing city. Not in line with the actual situation in Baotou City. We should make great efforts in the construction of traffic management "software" and make a big article. We should use scientific management methods for reference from international advanced management experience and organize traffic meticulously; Rational planning and development of urban road traffic facilities; reform of road traffic management system; innovation of road traffic order management mechanism; improvement of road traffic safety publicity and education system; establishment of a new mode of road traffic management; Gradually explore a new way of road traffic management and development in line with the situation of Baotou City.
