【摘要】：流動(dòng)人口是我國重要的人力資源,截止到2016年,我國流動(dòng)人口已達(dá)歷史性的2.47億。多年來,流動(dòng)人口在城市建設(shè)、經(jīng)濟(jì)發(fā)展、保障就業(yè)、繁榮市場等諸多領(lǐng)域有突出貢獻(xiàn),但是,不容忽視的是流動(dòng)人口增長速度在一定程度上超過了城市所能承載的發(fā)展速度,導(dǎo)致了如社會治安、就業(yè)競爭、城市公共服務(wù)、社會融入等一系列城市問題的產(chǎn)生和加劇,這些問題的產(chǎn)生迫切要求政府及時(shí)創(chuàng)新管理理念來推進(jìn)流動(dòng)人口服務(wù)管理事業(yè)的發(fā)展。本文以城市流動(dòng)人口在不斷壯大的過程中對城市的積極與不利作用作為切入點(diǎn),指出流動(dòng)人口管理與服務(wù)的必要性,同時(shí)指出了選題的現(xiàn)實(shí)意義與理論意義,接著從國內(nèi)外角度對流動(dòng)人口管理與服務(wù)進(jìn)行了理論分析;其次對流動(dòng)人口及流動(dòng)人口管理與服務(wù)進(jìn)行概念界定,并進(jìn)行了流動(dòng)人口相關(guān)理論的論述;隨后對我國流動(dòng)人口管理與服務(wù)進(jìn)行了歷史回顧與現(xiàn)狀分析,并以此為基礎(chǔ),分析了揚(yáng)州開發(fā)區(qū)流動(dòng)人口管理與服務(wù)的現(xiàn)狀與存在的問題;緊接著系統(tǒng)化的對導(dǎo)致上述問題的原因進(jìn)行闡述;最后提出了提升揚(yáng)州開發(fā)區(qū)流動(dòng)人口管理與服務(wù)水平,要從提升揚(yáng)州開發(fā)區(qū)流動(dòng)人口管理與服務(wù)意識、構(gòu)建流動(dòng)人口管理協(xié)調(diào)機(jī)制、拓寬流動(dòng)人口利益表達(dá)渠道、完善流動(dòng)人口融入機(jī)制等方面加強(qiáng)的對策。為了提升揚(yáng)州開發(fā)區(qū)關(guān)于流動(dòng)人口的管理與服務(wù)水平,目前揚(yáng)州開發(fā)區(qū)政府已經(jīng)采取了一系列措施,主要是通過完善證件辦理(公開服務(wù)事項(xiàng)、簡化辦證流程、推行委托辦理、搞好溝通協(xié)調(diào)、加強(qiáng)窗口建設(shè)、落實(shí)責(zé)任追究等方式)、建立網(wǎng)格化管理與服務(wù)組織體系來加強(qiáng)對外來流動(dòng)人口的管理與服務(wù)工作,這些舉措使得管理工作取得了很大成效,如更新了管理理念,實(shí)現(xiàn)了多元化管理、建立了多元目標(biāo)整合型的流動(dòng)人口管理模式。但是依舊也存在一些問題,如外來流動(dòng)人口違法犯罪率上升、協(xié)調(diào)聯(lián)動(dòng)機(jī)制欠缺、流動(dòng)人口服務(wù)機(jī)制不健全等問題,針對這些問題,要從多方面進(jìn)行提升。揚(yáng)州開發(fā)區(qū)政府通過對外來流動(dòng)人口的管理不僅能夠使大批的外來人員逐步融入到居住地當(dāng)中,成為揚(yáng)州市的新成員,和揚(yáng)州常住居民一樣有揚(yáng)州市民身份,讓其工作和生活兩方面都得到滿足,改善流動(dòng)人口的生存條件,使其盡快的適應(yīng)城市的生活,也可以減少違法犯罪事件的發(fā)生,緩解地方政府在社會管理當(dāng)中承擔(dān)的壓力,保持和諧穩(wěn)定,為地方經(jīng)濟(jì)的發(fā)展貢獻(xiàn)力量。對于揚(yáng)州開發(fā)區(qū)流動(dòng)人口管理與服務(wù)的研究,不僅在理論上可以為流動(dòng)人口管理與服務(wù)研究提供理論支撐與鋪墊,在具體的實(shí)踐管理當(dāng)中也有著重大的現(xiàn)實(shí)意義。
[Abstract]:The floating population is an important human resource in our country. By 2016, the floating population in our country has reached a historic 247 million. Over the years, the floating population has made outstanding contributions in many fields, such as urban construction, economic development, employment protection, market prosperity and so on. However, it should not be ignored that the growth rate of the floating population exceeds to a certain extent the speed of development that the city can carry, resulting in social security, employment competition, urban public services, The emergence and aggravation of a series of urban problems, such as social integration, The emergence of these problems urgently requires the government to innovate the management concept in time to promote the development of the floating population service management. This paper takes the positive and unfavorable role of the urban floating population in the growing process of the city as the starting point. The paper points out the necessity of floating population management and service, points out the practical and theoretical significance of the topic, and then makes a theoretical analysis of floating population management and service from the point of view of domestic and foreign. Secondly, it defines the concept of floating population and the management and service of floating population, and discusses the relevant theories of floating population, and then makes a historical review and analysis of the current situation of management and service of floating population in China. This paper analyzes the current situation and existing problems of floating population management and service in Yangzhou Development Zone; then systematically expounds the reasons leading to the above problems; finally, it proposes to improve the management and service level of floating population in Yangzhou Development Zone. In order to improve the management and service consciousness of floating population in Yangzhou Development Zone, construct the coordination mechanism of floating population management, widen the channel of expressing the interests of floating population, To improve the management and service level of floating population in Yangzhou Development Zone, the government of Yangzhou Development Zone has taken a series of measures. Mainly through perfecting the certificate processing (opening the service items, simplifying the process of handling the certificate, carrying out entrusted processing, doing well the communication and coordination, strengthening the window construction, The implementation of such methods as accountability and the establishment of a grid management and service organization system to strengthen the management and service work of the migrant population have made great achievements in the management work, such as updating the management concept. It has achieved diversified management and established a multi-objective integrated floating population management model. However, there are still some problems, such as the increase of the illegal crime rate of the foreign floating population, the lack of coordination and linkage mechanism, The service mechanism of the floating population is not perfect and so on. In view of these problems, we should upgrade from many aspects. Through the management of the floating population, the government of Yangzhou Development Zone can not only gradually integrate a large number of foreign personnel into their places of residence. To become a new member of Yangzhou, like a resident of Yangzhou, has the status of a citizen of Yangzhou, so that both work and life can be satisfied, and the living conditions of the floating population will be improved so that they can adapt to the life of the city as soon as possible. It can also reduce the occurrence of illegal and criminal incidents, ease the pressure borne by local governments in social management, maintain harmony and stability, and contribute to the development of the local economy. Research on the management and service of floating population in Yangzhou Development Zone, It not only provides theoretical support and cushion for the research of floating population management and service, but also has great practical significance in practical management.
