【摘要】：隨著信息技術(shù)、計算機(jī)網(wǎng)絡(luò)技術(shù)與通信技術(shù)的快速發(fā)展,公安刑事技術(shù)實驗室分層次布局的實現(xiàn)和“分級檢驗鑒定,逐級復(fù)核”的物證檢驗鑒定網(wǎng)絡(luò)的完善,公安刑事技術(shù)實驗室管理信息系統(tǒng)已經(jīng)成為各地公安機(jī)關(guān)創(chuàng)新社會管理、構(gòu)建社會治安立體防控體系、保持競爭力、爭當(dāng)排頭兵、賴以發(fā)展的基礎(chǔ),數(shù)據(jù)共享與協(xié)同是公安機(jī)關(guān)條塊一體化發(fā)展的必然結(jié)果。在公安刑事技術(shù)為公安機(jī)關(guān)偵查破案、查明重特大治安災(zāi)害事故提供手段同時,如何提升公安刑事技術(shù)實驗室信息化管理水平和科學(xué)性,已成為公安刑事技術(shù)理論和系統(tǒng)所要回答和解決的問題。作為金盾工程的一個重要的有機(jī)組成部分,深圳市公安刑事技術(shù)實驗室(簡稱SZGACTL)管理信息系統(tǒng)全部按照公安部金盾工程的標(biāo)準(zhǔn)和規(guī)劃要求,并充分結(jié)合深圳市公安局信息化建設(shè)先進(jìn)性、系統(tǒng)性、可操作性的特色及深圳市社會治安實際,進(jìn)行有針對性的規(guī)劃和實施。經(jīng)過幾年的努力建設(shè),深圳市公安刑事技術(shù)實驗室管理信息系統(tǒng),逐步實現(xiàn)了依托廣東省公安警務(wù)綜合信息系統(tǒng),進(jìn)行網(wǎng)上統(tǒng)一委托、檢材集中受理、按專業(yè)自動科學(xué)分流、分級檢驗鑒定實施、報告形成和審批發(fā)布一體化的目標(biāo),同時,實現(xiàn)了對實驗室人才、績效及物證等的信息化綜合管理,實現(xiàn)信息在深圳市公安內(nèi)部和公安外部的高速傳遞和共享。系統(tǒng)的順利交付,為SZGACTL通過國家認(rèn)可做出貢獻(xiàn)。 本文利用公安刑事技術(shù)實驗室管理信息系統(tǒng)的基本理論,在對SZGACTL管理信息系統(tǒng)的建設(shè)現(xiàn)狀進(jìn)行分析的基礎(chǔ)上,提出了建設(shè)公安刑事技術(shù)實驗室管理信息系統(tǒng)的規(guī)劃思路和幾個關(guān)鍵實施。為了保證項目的成功,采用了項目管理的知識和方法并結(jié)合信息系統(tǒng)的特點對系統(tǒng)進(jìn)行了需求分析、規(guī)劃與設(shè)計、實施關(guān)鍵、預(yù)期效果、結(jié)論與展望等方面的分析和研究。規(guī)范化、協(xié)同化、集成化、自動化、參量化、條塊一體化的公安刑事技術(shù)實驗室管理信息系統(tǒng)是當(dāng)前公安刑事技術(shù)實驗室信息化的發(fā)展趨勢,其在公安機(jī)關(guān)和司法等部門的應(yīng)用越來越廣泛,本文雖是針對深圳市公安刑事技術(shù)實驗室管理信息系統(tǒng)規(guī)劃與實施關(guān)鍵點進(jìn)行探討,但對于其它具體地市級公安刑事技術(shù)實驗室管理信息系統(tǒng)也具有一定的參考價值。
[Abstract]:With the rapid development of information technology, computer network technology and communication technology, the realization of the hierarchical layout of the public security criminal technology laboratory and the perfection of the physical evidence inspection and appraisal network of "grading inspection and identification, step by step review", The Public Security Criminal Technology Laboratory Management Information system has become the basis for local public security organs to innovate social management, build a three-dimensional prevention and control system for social security, maintain competitiveness, compete as a vanguard, and rely on development. Data sharing and coordination is the inevitable result of the integrated development of public security organs. At the same time, the criminal technology of public security provides the means for public security organs to investigate and solve cases and find out serious and serious public security disasters and accidents. How to improve the information management level and scientificalness of the public security criminal technology laboratory has become a question to be answered and solved by the theory and system of the public security criminal technology, which is an important organic part of the Golden Shield Project. The management information system of Shenzhen Public Security Criminal Technology Laboratory (SZGACTL) is all in accordance with the standards and planning requirements of the Gold Shield Project of the Ministry of Public Security, and is fully integrated with the advanced and systematic information construction of the Shenzhen Public Security Bureau. Operational characteristics and the reality of social security in Shenzhen. After several years of hard work, Shenzhen Public Security Criminal Technology Laboratory Management Information system, Gradually realizing the goal of relying on the Guangdong Provincial Police Police Comprehensive Information system, carrying out a unified online entrustment, centralized acceptance of inspection materials, automatic and scientific segregation of specialized materials, implementation of grading inspection and appraisal, the formation of reports and the integration of examination and approval and publication, and at the same time, It realizes the comprehensive management of laboratory personnel, performance and physical evidence, and realizes the high-speed transmission and sharing of information within and outside the public security of Shenzhen. The system is delivered smoothly and contributes to the national recognition of SZGACTL. This paper makes use of the basic theory of the management information system of the public security criminal technology laboratory, on the basis of the analysis of the present situation of the construction of the SZGACTL management information system, In order to ensure the success of the project, the knowledge and methods of project management are adopted and the requirements of the system are analyzed in combination with the characteristics of the information system. Planning and design, implementation of key, expected results, conclusions and prospects of analysis and research. Standardization, synergy, integration, automation, quantification, The integrated management information system of public security criminal technology laboratory is the development trend of the information system of public security criminal technology laboratory, and its application in public security organs and judicial departments is more and more extensive.
