【摘要】： 計(jì)算機(jī)、網(wǎng)絡(luò)技術(shù)的廣泛運(yùn)用,標(biāo)志著信息化時(shí)代的到來(lái)。信息化建設(shè)成為我國(guó)現(xiàn)代化建設(shè)的主要內(nèi)容�！敖鸲芄こ獭弊鳛槲覈�(guó)公安工作的主要應(yīng)用性信息工程,不僅是時(shí)代發(fā)展、警務(wù)方式改革的必然要求,同時(shí)也是對(duì)傳統(tǒng)公安工作的嚴(yán)峻挑戰(zhàn)。公安檔案管理是公安工作的重要組成部分,也是公安工作信息化建設(shè)的重要信息資源。由于種種原因,一方面公安檔案管理長(zhǎng)時(shí)間沿用傳統(tǒng)的管理模式,存在著領(lǐng)導(dǎo)重視不夠、內(nèi)容信息老化流失、設(shè)備建設(shè)落后、人才缺乏、標(biāo)準(zhǔn)體系不建全、主動(dòng)服務(wù)意識(shí)差等諸多問(wèn)題;嚴(yán)重制約了公安檔案的信息化管理;另一方面,“金盾工程”的建成使用,又為公安檔案信息化管理提供了網(wǎng)絡(luò)和應(yīng)用軟件、標(biāo)準(zhǔn)規(guī)范以及新的工作模式等有利因素,也對(duì)公安檔案信息化管理起到了促進(jìn)作用。本文在較為豐富的文獻(xiàn)基礎(chǔ)上,系統(tǒng)剖析了傳統(tǒng)公安檔案的特點(diǎn)、性質(zhì)以及管理模式的局限性,探討了信息化時(shí)代公安檔案管理工作的特點(diǎn)、管理模式所具備的要素、以及公安檔案信息化管理的巨大優(yōu)勢(shì),并結(jié)合我國(guó)公安檔案信息化管理先進(jìn)地區(qū)和西方一些發(fā)達(dá)國(guó)家的成功經(jīng)驗(yàn),提出了推動(dòng)我國(guó)公安檔案信息化管理的對(duì)策,即建立新的管理模式:主動(dòng)創(chuàng)新型模式、開(kāi)發(fā)利用型模式、積極服務(wù)型模式,同時(shí)強(qiáng)調(diào)了與新管理模式相適應(yīng)的高素質(zhì)公安檔案管理隊(duì)伍的要求。本文研究成果,使我們看到了公安檔案信息化管理的巨大優(yōu)勢(shì)和為公安實(shí)戰(zhàn)以及全社會(huì)提供信息服務(wù)的廣泛的應(yīng)用前景。為全國(guó)各地公安機(jī)關(guān)的檔案管理信息化建設(shè),提供理論依據(jù)和實(shí)踐指導(dǎo)。
[Abstract]:The extensive use of computer and network technology marks the arrival of the information age. Information construction has become the main content of our country's modernization. "Golden Shield Project" is the main applied information project of our country's public security work. It is not only an inevitable requirement of the development of the times, but also a severe challenge to the traditional public security work. The management of public security archives is an important part of the public security work. It is also an important information resource for the information construction of public security work. For various reasons, on the one hand, the traditional management mode of the public security archives management has been followed for a long time, there is insufficient attention by the leaders, the content information is aging and losing, and the equipment construction is lagging behind. Such problems as lack of talents, incomplete standard system, poor consciousness of active service, etc., have seriously restricted the information management of public security archives. On the other hand, the "Golden Shield Project" has been built and used. It also provides the network and application software, the standard standard and the new working mode for the information management of the public security archives, and also promotes the information management of the public security archives. This paper systematically analyzes the characteristics, nature and limitation of the management mode of the traditional public security archives, probes into the characteristics of the public security archives management in the information age, the elements of the management mode, and the great advantages of the information management of the public security archives. Combined with the successful experiences of advanced areas and some developed countries in China, the paper puts forward the countermeasures to promote the information management of public security archives in China, that is, to establish a new management model: initiative innovation mode. The development and utilization model, the active service model, and the requirements of the high quality public security archives management team adapted to the new management mode are emphasized. So that we can see the huge advantages of the information management of public security archives and the extensive application prospect of providing information services for the public security departments in actual combat and in the whole society, thus providing information construction for the archives management of public security organs in various parts of the country. To provide theoretical basis and practical guidance.
