【摘要】： 本文從人口城鎮(zhèn)化的視角,運用理論與實際相結(jié)合的分析技術(shù),探究了我國戶籍制度及其功能、改革與變遷模式,特別是針對戶籍制度規(guī)則中“入市”條件這個核心概念進行了階段性、層次性的全面分析與討論,在此基礎(chǔ)上提出了我國戶籍制度改革的基本方向和具體的實現(xiàn)路徑,將為我國戶籍制度的深化改革提供有益的借鑒。 本文的創(chuàng)新點主要體現(xiàn)在以下三個方面：一是提出了我國戶籍制度變遷“三階段”的觀點,認為我國戶籍制度深化改革的條件已經(jīng)成熟；二是提出了“多條件、低門檻”改革模式的構(gòu)想,并對此提出了分步實施的改革具體方案；三是在人口城鎮(zhèn)化背景下圍繞人口遷移的“入市”條件展開對我國戶籍制度及其變遷的研究,為戶籍制度變遷研究提供了一個更為實際的分析平臺。 全文共分十一章三個板塊展開討論。第一個板塊主要是對現(xiàn)有戶籍制度及其改革情況進行分析和評價,是整個文章的基礎(chǔ)部分；第二個板塊主要是對未來我國戶籍制度深化改革的內(nèi)容與步驟進行了深入討論,提出了一系列具有獨特視野的觀點；第三個板塊主要是把研究的視角引向配套制度改革領(lǐng)域,屬于戶籍制度深化改革的制度保障部分。
[Abstract]:This article from the perspective of population urbanization, the analysis technology of the combination of theory and practice, explores China's household registration system and its function, reform and change model, especially for the core concept of the household registration system in the rules of market conditions for the stage, a comprehensive analysis and discussion of the levels, on the basis of the basic direction of the reform of China's household registration system and the specific implementation path, will deepen the reform of China's household registration system provides a useful reference.
The innovation of this paper is mainly reflected in the following three aspects: one is to put forward China's household registration system change "three stage" point of view, that the deepening reform of China's household registration system is ripe; the two is to put forward the "multi condition, concept of low threshold" reform mode, and puts forward the concrete scheme of the reform step by step the implementation of the three; in population under the background of urbanization on population migration "into" the condition of research on China's household registration system and its evolution, provides a more practical analysis platform for the study on the changes of the household registration system.
This paper consists of eleven chapters and three sections discuss. The first part is mainly carries on the analysis and evaluation of the existing household registration system and its reform, is a fundamental part of the whole article; second plate is mainly on the contents and steps of the future of China's household registration system reform is discussed deeply, put forward a series of unique vision point of view; third plate is mainly in the field of supporting system to reform from the perspective of research, system security is part of deepening the reform of household registration system.
