【摘要】： 安全問(wèn)題是人類(lèi)生存中最基本的問(wèn)題,是古往今來(lái)人們追求的首要價(jià)值。安全穩(wěn)定的社會(huì)環(huán)境不僅關(guān)系著我們個(gè)人的生存和發(fā)展,而且會(huì)對(duì)國(guó)家和社會(huì)產(chǎn)生深遠(yuǎn)影響,是目前我國(guó)構(gòu)建和諧社會(huì)的重要條件。當(dāng)前,我國(guó)正處于經(jīng)濟(jì)和社會(huì)發(fā)展的重要關(guān)口,正在進(jìn)行市場(chǎng)化、工業(yè)化和社會(huì)主義制度的改革,這一重大歷史轉(zhuǎn)型,使中國(guó)的公共安全形勢(shì)面臨著更為嚴(yán)峻的挑戰(zhàn)。 本文以馬克思的唯物史觀(guān)為基點(diǎn),廣泛涉取哲學(xué)、政治學(xué)、社會(huì)學(xué)和管理學(xué)等學(xué)科的研究成果,從理論和實(shí)踐兩個(gè)層面對(duì)公共安全問(wèn)題進(jìn)行了梳理,闡釋了社會(huì)公共安全的內(nèi)涵及其歷史演化過(guò)程,并探究了我國(guó)社會(huì)轉(zhuǎn)型期存在的公共安全形勢(shì)及其解決的方法論。文章由四個(gè)章節(jié)構(gòu)成:第一章主要是在對(duì)“公共”和“安全”進(jìn)行詞源辨析的基礎(chǔ)上,對(duì)公共安全的概念進(jìn)行了界定,并從理論上分析了哲學(xué)對(duì)公共安全問(wèn)題關(guān)注的必要性及其現(xiàn)實(shí)意義;第二章全面分析了我國(guó)社會(huì)轉(zhuǎn)型期的公共安全形勢(shì)及當(dāng)前危及公共安全問(wèn)題的主要誘因;第三章著重探討了我國(guó)新時(shí)期的公共安全觀(guān)是非常廣泛的綜合安全觀(guān),并論證了人本理念是社會(huì)轉(zhuǎn)型期公共安全觀(guān)的核心;第四章首先從馬克思主義社會(huì)矛盾學(xué)說(shuō)及其發(fā)展和恩格斯關(guān)于歷史是多種因素相互作用的理論出發(fā),探討了解決當(dāng)前社會(huì)公共安全問(wèn)題的理論依據(jù),并對(duì)我國(guó)社會(huì)轉(zhuǎn)型期如何有效解決公共安全問(wèn)題,從經(jīng)濟(jì)、政治和文化的角度進(jìn)行了分析。 總之,本文力求從哲學(xué)的高度為公共安全確立新的分析視角,同時(shí)聯(lián)系中國(guó)的現(xiàn)實(shí)以及當(dāng)前的發(fā)展現(xiàn)狀和全球公共安全的走向,對(duì)我國(guó)社會(huì)轉(zhuǎn)型期的公共安全問(wèn)題進(jìn)行全面系統(tǒng)的分析和探討,以便將理論研究與當(dāng)前的政策取向結(jié)合起來(lái),更好地服務(wù)于和諧社會(huì)建設(shè)。
[Abstract]:Security is the most basic problem in human existence and the primary value that people have pursued since ancient times. A safe and stable social environment not only relates to our individual survival and development, but also has a far-reaching impact on our country and society. Is an important condition for building a harmonious society in our country at present. At present, our country is at an important juncture of economic and social development, and is undergoing the reform of marketization, industrialization and socialist system, which is a major historical transformation. China's public security situation is facing more serious challenges. This paper, based on Marx's historical materialism, takes the research results of philosophy, political science, sociology and management as the basis, combing the problems of public safety from the two aspects of theory and practice. It explains the connotation of social public security and its historical evolution process. The article is composed of four chapters: the first chapter is mainly based on the etymological analysis of "public" and "security". This paper defines the concept of public security, and theoretically analyzes the necessity and practical significance of philosophy's concern for public safety. The second chapter comprehensively analyzes the public security situation in the period of social transformation and the main causes of endangering the public safety problem, the third chapter emphatically discusses that the public security concept of our country in the new period is a very extensive comprehensive security concept. Chapter 4th starts from the Marxist theory of social contradiction and its development and Engels' theory that history is the interaction of many factors. This paper probes into the theoretical basis for solving the problems of social public security at present, and analyzes how to solve the problems of public security effectively in the social transition period of our country from the angle of economy, politics and culture. In a word, this paper tries to establish a new analytical perspective for public safety from the perspective of philosophy, at the same time connecting with the reality of China, the current development situation and the trend of global public security. This paper makes a comprehensive and systematic analysis and discussion on the public safety in the period of social transformation in China in order to combine the theoretical research with the current policy orientation and better serve the construction of a harmonious society.
