【摘要】：在社會(huì)治安綜合治理過程中,城市入室盜竊防控是一項(xiàng)十分重要的組成部分,它直接影響到每個(gè)居民的人身與財(cái)產(chǎn)的安全。構(gòu)建城市入室盜竊防控體系可以有效的降低入室盜竊案件的發(fā)案率,提高居民的居住安全感和對(duì)社會(huì)治安的滿意度,促進(jìn)社會(huì)的穩(wěn)定和城市的健康發(fā)展。但是隨著城鎮(zhèn)化進(jìn)程的加快和城市規(guī)模的不斷擴(kuò)大,同時(shí)隨著入室盜竊犯罪主體的職業(yè)化和作案技能的提高,城市入室盜竊案件的案件量逐年攀升,城市入窒盜竊防控的形勢(shì)不容樂觀,嚴(yán)重影響了社會(huì)穩(wěn)定和城市居民的安全感。構(gòu)建合理的城市入室盜竊防控體系是應(yīng)對(duì)目前入室盜竊案件高發(fā)的急切需求,也是全面建成小康社會(huì)的必由之路。本論文分為五個(gè)章節(jié):第1章簡(jiǎn)要概述了入室盜竊防控體系的背景、入室盜竊產(chǎn)生的原因及入室盜竊防控體系的相關(guān)概念,論文的基本研究方法和論文的可能取得的創(chuàng)新點(diǎn)和研究的不足之處。第2章為對(duì)城市入室盜竊防控體系建設(shè)的概述,分析目前城市入室盜竊防控體系的現(xiàn)狀和基本構(gòu)成,闡述了城市入室盜竊防控體系建設(shè)的重要意義。第3章以合肥市為例介紹了合肥城市入室盜竊防控體系建設(shè)的概況,深入分析目前合肥市城市入室盜竊防控體系存在的問題和缺點(diǎn)。第4章對(duì)國(guó)內(nèi)外的城市入室盜竊防控體系的主要措施進(jìn)行介紹,包括歐美發(fā)達(dá)國(guó)家以及國(guó)內(nèi)其他省會(huì)城市的的主要防控措施,篩選出可供借鑒的經(jīng)驗(yàn)。第5章對(duì)完善城市入室盜竊防控體系建設(shè)提出了一些對(duì)策建議,從更新社會(huì)各界對(duì)城市入室盜竊的防控觀念出發(fā),進(jìn)而提出了加強(qiáng)城市入室盜竊防控體系的主體部分建設(shè)的優(yōu)化建議,并從社會(huì)各界不同的角度出發(fā)分析了如何努力培育城市入室盜竊防控體系的良好外部環(huán)境。通過加強(qiáng)入室盜竊防控體系科學(xué)性與合理性,全面優(yōu)化城市入室盜竊防控體系建設(shè),以期達(dá)到降低入室盜竊案件的發(fā)案數(shù)量,控制發(fā)案率,最終創(chuàng)造出一個(gè)令城市居民滿意和生活幸福的城市居住環(huán)境。
[Abstract]:In the process of comprehensive management of social security, the prevention and control of urban burglary is a very important part. It has a direct impact on the personal and property safety of every resident. Building a city burglary prevention and control system can effectively reduce the incidence of burglary cases, improve residents' security of residence and satisfaction with public security. Promoting social stability and the healthy development of the city. But with the acceleration of the urbanization process and the continuous expansion of the scale of the city, as well as the professionalization of the subject of burglary and the improvement of criminal skills, The number of urban burglary cases is rising year by year, and the situation of preventing and controlling urban burglary is not optimistic. It has seriously affected social stability and the sense of security of urban residents. Building a reasonable urban burglary prevention and control system is an urgent need to cope with the high incidence of burglary cases at present. This paper is divided into five chapters: chapter 1 gives a brief overview of the background of burglary prevention and control system, the causes of burglary and the related concepts of burglary prevention and control system. Chapter 2 is an overview of the construction of the urban burglary prevention and control system, and analyzes the current situation and basic structure of the urban burglary prevention and control system. This paper expounds the important significance of the construction of the urban burglary prevention and control system. Chapter 3 introduces the general situation of the construction of the urban burglary prevention and control system in Hefei, taking Hefei as an example. The problems and shortcomings of the current urban burglary prevention and control system in Hefei are analyzed in depth. Chapter 4 introduces the main measures of the urban burglary prevention and control system at home and abroad. Including the main prevention and control measures of developed countries in Europe and the United States as well as other provincial capitals in China and the United States, some experiences can be used for reference. Chapter 5 puts forward some countermeasures and suggestions to improve the construction of urban burglary prevention and control system. Starting from renewing the concept of prevention and control of urban burglary, this paper puts forward some optimized suggestions for strengthening the construction of the main part of the urban burglary prevention and control system. It also analyzes how to cultivate the good external environment of the urban burglary prevention and control system from the different angles of the society. By strengthening the scientific and reasonable system of the burglary prevention and control system, the construction of the urban burglary prevention and control system can be optimized in an all-round way. In order to reduce the number of burglary cases, control the incidence rate, and finally create a city residents satisfied and happy living environment.
