【摘要】：核心價值觀是社會意識的本質(zhì)體現(xiàn),是精神文化的脊梁,也是一個國家長治久安、和諧穩(wěn)定的重要思想武器。黨中央根據(jù)國內(nèi)國際兩個大局深刻變化的具體實際,在十八大的報告中明確提出了社會主義核心價值觀。在當前中國特色社會主義建設的過程中,社會主義核心價值觀發(fā)揮著統(tǒng)一思想、引領思潮、堅定信心、團結鼓勁、規(guī)范行為、整合資源等多重功能,對社會的和諧、穩(wěn)定、鞏固和發(fā)展產(chǎn)生重要影響。各行各業(yè)雖然在工作性質(zhì)、任務上存在著很大的差異,但是積極培育和踐行社會主義核心價值觀的要求是相同的。人民警察擔負著維護社會安全穩(wěn)定、促進社會公平正義和社會和諧、保障人民安居樂業(yè)的神圣職責。在積極培育和踐行社會主義核心價值觀的過程中,凝練出符合人民警察職業(yè)特征的核心價值觀,也是歷史和現(xiàn)實發(fā)展的客觀要求。人民警察作為人民權利的保護者、國家權益的捍衛(wèi)者,在深入推進“四個全面”戰(zhàn)略布局中擔負重要職責,其核心價值觀的凝練和實施具有重要意義。2012年,司法部下發(fā)了《關于深入開展政法干警核心價值觀教育實踐活動的意見》,明確提出了以“忠誠、為民、公正、廉潔”為主要內(nèi)容的政法干警核心價值觀,并要求把政法干警核心價值觀融入干警的思想和行動中,貫穿于執(zhí)法辦案全過程。當代人民警察核心價值觀培育面臨著眾多挑戰(zhàn):西方憲政思想、普世價值干擾,拜金主義、個人主義與享樂主義思想泛化,歷史虛無主義的錯誤思潮也在滋長蔓延,嚴重沖擊著社會主義核心價值觀的培育和踐行,也影響著當代人民警察核心價值觀的建設;在現(xiàn)實的工作和學習中也出現(xiàn)了一些人民警察道德迷失、價值偏差以及道德滑坡的問題,甚至出現(xiàn)了行為失范等不良現(xiàn)象,影響到人民警察在人民群眾中的形象,在一定程度上削弱了人民警察的整體戰(zhàn)斗力。因此,加強人民警察的核心價值觀建設,使廣大干警在日常的學習和工作中能夠將人民警察核心價值觀內(nèi)化于心、外化于行,以先進的思想觀念和正確的價值觀追求來武裝警察隊伍,努力建設一支聽黨指揮、能打勝仗、作風優(yōu)良的人民警察部隊。如何培育人民警察核心價值觀顯得尤為緊迫,也具有重要的理論和現(xiàn)實意義。本文以深圳警隊核心價值觀建設為例,從人民警察核心價值觀的基本內(nèi)涵出發(fā),分析當前在人民警察核心價值觀培育過程中面臨的困難和不足,運用馬克思主義法學、思想政治教育學、管理學等相關理論,就當前人民警察核心價值觀培育提出可行性的對策。
[Abstract]:Core values are the essential embodiment of social consciousness, the backbone of spiritual culture, and an important ideological weapon for a country to keep peace and stability for a long time. In the report of the 18 National Congress of the Communist Party of China, the socialist core values were clearly put forward. In the current process of building socialism with Chinese characteristics, the socialist core values are playing a unified thinking, leading the trend of thought, strengthening confidence, and uniting and inspiring. The multiple functions of standardizing behavior and integrating resources have an important impact on the harmony, stability, consolidation and development of society. Although there are great differences in the nature of work and tasks in various industries, However, the requirements of cultivating and practicing the socialist core values are the same. The people's police are charged with maintaining social security and stability, promoting social fairness, justice and social harmony. The sacred duty of ensuring the people to live and work in peace and contentment. In the process of actively cultivating and practicing the socialist core values, they condensed out the core values that accord with the professional characteristics of the people's police. It is also an objective requirement of historical and realistic development. As protectors of the people's rights and defenders of the rights and interests of the state, the people's police, as the protectors of the people's rights, shoulder important responsibilities in advancing the "four comprehensive" strategic layout in depth. In 2012, the Ministry of Justice issued "opinions on the Development of the political and legal Police's Core values Education and practice", which clearly put forward the idea of "loyalty, serving the people, and fairness," which is of great significance to the condensing and implementation of its core values. The core values of political and legal officers and police, whose main content is honesty, require that the core values of political and legal police be integrated into the thinking and action of the police. The cultivation of the core values of the contemporary people's police faces many challenges: Western constitutional thought, universal value interference, money worship, individualism and hedonism. The erroneous trend of historical nihilism is also growing and spreading, which seriously impacts the cultivation and practice of the socialist core values, and also affects the construction of the core values of the contemporary people's police. In the actual work and study, there are also some problems of moral loss, value deviation and moral decline of the people's police, and even bad phenomena such as abnormal behavior, which affect the image of the people's police among the masses. To some extent, the overall combat effectiveness of the people's police has been weakened. Therefore, to strengthen the construction of the core values of the people's police, so that the majority of police officers can internalize and externalize the core values of the people's police in their daily study and work. We should arm the police with advanced ideas and correct values, strive to build a people's police force that listens to the Party's command, can win the battle and has a fine style of work. It is particularly urgent how to cultivate the core values of the people's police. This paper takes the construction of the core values of Shenzhen Police Force as an example, starting from the basic connotation of the core values of the people's police, analyzes the difficulties and deficiencies in the cultivation of the core values of the people's police. By using the relevant theories of Marxist law, ideological and political education and management, this paper puts forward feasible countermeasures for the cultivation of the core values of the people's police.
