【摘要】: 20世紀80年代以來,在以社區(qū)化為特征的第四次警務(wù)革命不斷深入和以信息化為特征的第五次警務(wù)革命的逐步開展,公安文職人員作為政府雇員的一種,已成為公安機關(guān)不可或缺的一支專業(yè)化、職業(yè)化的生力軍。2003年以來,我國各級地方公安機關(guān)也以公開考試的方法,通過社會招聘,選用各類社會人才進入公安機關(guān)輔助性崗位開展工作,形成了日益壯大的公安文職隊伍。公安文職制度作為公安人事制度的實踐創(chuàng)新和重大改革,將為公安機關(guān)突破警力瓶頸提供十分寶貴的發(fā)展機遇。它以市場經(jīng)濟理念導(dǎo)入契約化社會服務(wù)方式,不僅能置換民警充實基層,加強一線執(zhí)法警力,有效緩解警力不足,而且能豐富和優(yōu)化隊伍結(jié)構(gòu),增強民警緊迫意識,有效激發(fā)隊伍活力,對構(gòu)建多渠道警力資源體系,加強公安隊伍正規(guī)化建設(shè)將起到重大的推動意義。 本文在回顧國內(nèi)外公安文職制度研究現(xiàn)狀的基礎(chǔ)上,總結(jié)我國公安文職制度的實施經(jīng)驗,分析了我國公安文職制度實施中存在的主要問題,并且提出了相應(yīng)的完善方案。論文共分五章。 本文共分五章。第一章緒論,根據(jù)公安機關(guān)的警力配置、內(nèi)部結(jié)構(gòu)和實踐需求狀況,明確了全文的研究背景和研究意義;同時介紹了目前對于公安文職制度的研究現(xiàn)狀、全文的研究方法與理論框架。第二章闡述公安文職制度的涵義和源起。分別從理論基礎(chǔ)與實踐動因方面對我國公安文職制度的源起及發(fā)展現(xiàn)狀作深入分析。從內(nèi)涵和特征分析兩個方面對公安文職制度進行合理的界定,同時對相關(guān)的概念進行比較。第三章闡述公安文職制度的實踐。首先介紹了公安文職制度在國外及香港地區(qū)的實踐經(jīng)驗,以及在我國幾大城市的試點成效。其次全方位探討了我國在實施公安文職制度方面的取得的成效。最后分析指出我國在實行公安文職制度中暴露出的一些亟待解決的問題。第四章為完善我國公安文職制度的提出對策研究。首先提出完善我國公安文職制度的基本思路,其次分析探討解決方案和需要完善的配套措施。第五章本文結(jié)論,提出還有待于深入研究的相關(guān)課題。 本文針對當前我國公安機關(guān)文職制度研究比較散亂的現(xiàn)狀,較深入地論述了我國公安文職制度的涵義與源起、存在問題與對策;在介紹西方國家及我國香港地區(qū)公安文職制度發(fā)展狀況的基礎(chǔ)上,深入地闡述了它們對我國建設(shè)公安文職制度的指導(dǎo)意義與價值;對我國公安文職制度實踐中面臨的主要問題進行了綜合分析,并根據(jù)我國公安機關(guān)實際情況提出了較符合實際的完善辦法。
[Abstract]:Since 1980s, with the deepening of 4th police revolutions characterized by communitarianism and the 5th police revolutions characterized by information technology, public security civilian personnel have become a kind of government employees. Since 2003, local public security organs at all levels in our country have also adopted the method of public examinations to recruit through the society. The selection of various kinds of social talents to carry out the work in auxiliary posts of public security organs has formed a growing contingent of public security civilian personnel, and the public security civilian system has been innovated and reformed in practice as a public security personnel system. It will provide a very valuable development opportunity for public security organs to break through the bottleneck of police force. It will introduce contractual social service methods into the concept of market economy. It can not only replace the police at the grassroots level, strengthen the front-line law enforcement police force, but also effectively alleviate the shortage of police forces. Moreover, it can enrich and optimize the structure of the police, enhance the sense of urgency of the police, effectively stimulate the vitality of the contingent, and play an important role in building a multi-channel police resource system and strengthening the regularization of the police force. On the basis of reviewing the current research situation of the public security civilian system at home and abroad, this paper summarizes the implementation experience of our country's public security civilian system, and analyzes the main problems existing in the implementation of our country's public security civilian system. And has proposed the corresponding consummation plan. The thesis altogether divides into five chapters. This paper is divided into five chapters. The first chapter introduces the background and significance of the research according to the police force allocation, internal structure and practical requirements of the public security organs, and introduces the current research situation of the public security civilian system. The second chapter expounds the meaning and origin of the public security civilian system. It analyzes the origin and development of the public security civilian system from the aspects of theoretical basis and practical motivation. A reasonable definition of the public security civilian system is made in the aspects of culvert and characteristic analysis. The third chapter expounds the practice of the public security civilian system. Firstly, it introduces the practical experience of the public security civilian system in foreign countries and Hong Kong. Secondly, the paper discusses the achievements of the implementation of the civilian public security system in China. Finally, it points out that some problems in the implementation of the civilian public security system in China need to be solved. Chapter 4th is the research on the countermeasures to improve the public security civilian system in our country. First of all, it puts forward the basic ideas of perfecting the public security civilian system in our country. Secondly, it analyzes and discusses the solutions and necessary measures. 5th chapter, the conclusion of this paper, put forward the relevant topics that need to be further studied. In view of the present situation that the civilian system of public security organs in our country is comparatively scattered, this paper discusses deeply the meaning, origin, problems and countermeasures of the civilian system of public security organs in our country. Based on the introduction of the development of the public security civilian system in the western countries and Hong Kong, the guiding significance and value of these systems for the construction of the public security civilian system in our country are expounded in depth. This paper makes a comprehensive analysis of the main problems in the practice of the public security civilian system in our country, and puts forward more practical and perfect methods according to the actual situation of the public security organs in our country.
