【摘要】： 當(dāng)前,正值我國社會(huì)轉(zhuǎn)型、經(jīng)濟(jì)轉(zhuǎn)軌期,利益格局的大調(diào)整和價(jià)值多元帶來各類矛盾凸顯高發(fā)導(dǎo)致社會(huì)治安形式日趨復(fù)雜,同時(shí),隨著依法治國方略的不斷實(shí)施推進(jìn),社會(huì)公眾民主法制意識不斷增強(qiáng),現(xiàn)代高度發(fā)達(dá)的信息媒體的傳播催化和輿論影響下,作為國家刑事司法和治安行政管理力量的公安機(jī)關(guān),無可避免地被推置于社會(huì)關(guān)系處理的風(fēng)頭浪尖。由此,對警察公共關(guān)系建設(shè)的研究被推置到當(dāng)前我國公安理論研究的最前沿。 本文通過對我國警察公共關(guān)系發(fā)展現(xiàn)狀的分析,在闡釋警察公共關(guān)系建設(shè)研究背景意義和基本功能的同時(shí),嘗試運(yùn)用公共關(guān)系學(xué)和新公共管理理論中的相關(guān)核心理論,針對當(dāng)前我國警察公共關(guān)系起步建設(shè)中出現(xiàn)的種種偏差和不足,從加強(qiáng)警察公共關(guān)系的主體和客體建設(shè)兩個(gè)方面入手,探尋當(dāng)前我國警察公共關(guān)系建設(shè)與現(xiàn)代警務(wù)機(jī)制建設(shè)的最佳融入點(diǎn),提出加強(qiáng)警營文化建設(shè)、加強(qiáng)社區(qū)警務(wù)建設(shè)和充分利用媒體優(yōu)勢的設(shè)想,并鑒于現(xiàn)代危機(jī)公關(guān)的極端重要性,對警察公共關(guān)系危機(jī)處置進(jìn)行了較為深入的研究分析,為當(dāng)前我國警察公共關(guān)系建設(shè)進(jìn)行了較為全面、系統(tǒng)的長遠(yuǎn)研究。以期為當(dāng)前我國警察公共關(guān)系實(shí)現(xiàn)良性互動(dòng)的發(fā)展貢獻(xiàn)綿薄之力。
[Abstract]:At present, during the period of social transformation and economic transition in our country, the great adjustment of the pattern of interests and the diversity of values bring all kinds of contradictions that highlight the high incidence of social security, and at the same time, with the continuous implementation of the strategy of governing the country according to law, The public's awareness of democracy and the legal system has been continuously strengthened. Under the influence of the highly developed modern information media and the influence of public opinion, the public security organs, as the strength of the state's criminal justice and public security administration, Therefore, the research on the construction of police public relations has been pushed to the forefront of the research on the theory of public security in our country. Based on the analysis of the present situation of the development of police public relations in China, this paper expounds the background significance and basic functions of the police public relations construction, and tries to apply the relevant core theories in the theory of public relations and new public management. In view of the various deviations and deficiencies in the initial construction of police public relations in our country, this paper begins with the strengthening of the subject and object construction of the police public relations. This paper explores the best integration point between the construction of police public relations and the construction of modern police mechanism in our country, and puts forward the idea of strengthening the construction of police camp culture, strengthening the construction of community policing and making full use of the advantages of the media. In view of the extreme importance of modern crisis public relations, this paper makes a deep research and analysis on the crisis disposal of police public relations, and makes a more comprehensive study on the construction of police public relations in our country at present. The long-term study of the system is expected to contribute to the development of benign interaction of police public relations in our country.
