【摘要】：20世紀(jì)60、70年代,社區(qū)警務(wù)起源于歐美等西方國家,20世紀(jì)80年代末才被傳入我國。從此,在繼承發(fā)揚以往群眾工作的傳統(tǒng)優(yōu)勢基礎(chǔ)上,我國公安機(jī)關(guān)開始吸取歐美國家社區(qū)警務(wù)建設(shè)的成功經(jīng)驗,積極探索和推行具有中國特色的社區(qū)警務(wù)戰(zhàn)略。公安部在2002年的杭州會議上,正式提出了“全面實施社區(qū)警務(wù)戰(zhàn)略”,從此我國各級公安機(jī)關(guān)開始了社區(qū)警務(wù)模式的探索和嘗試,這對于維護(hù)社會和諧穩(wěn)定和實現(xiàn)“中國夢”具有積極的意義。在“平安村鎮(zhèn)”的建設(shè)要求下,積極推行農(nóng)村社區(qū)警務(wù)戰(zhàn)略,構(gòu)建立體化社會治安防控體系,在維護(hù)農(nóng)村地區(qū)穩(wěn)定,打擊違法犯罪,降低農(nóng)村犯罪率,提高居民滿意度方面顯得尤為重要。經(jīng)過多年的理論研究與實踐,莊河市農(nóng)村社區(qū)警務(wù)建設(shè)獲得了較好的成績,取得了一定的成效。但是,筆者在實際調(diào)查和工作中也發(fā)現(xiàn)了莊河市農(nóng)村社區(qū)警務(wù)建設(shè)在認(rèn)識層面、管理層面和人員層面或多或少存在著一定的問題。本文主要運用了文獻(xiàn)資料分析法、問卷調(diào)查分析法、比較研究法、個案分析法等研究方法。首先筆者對社區(qū)警務(wù)的研究背景和意義、社區(qū)警務(wù)的概念及發(fā)展、理論基礎(chǔ)做了敘述,對國內(nèi)外文獻(xiàn)進(jìn)行了綜述,旨在理清研究目的和相關(guān)的概念。隨后,筆者結(jié)合問卷調(diào)查和自身社區(qū)警務(wù)工作中積累的實際經(jīng)驗,對眼下莊河市農(nóng)村社區(qū)警務(wù)工作的現(xiàn)狀進(jìn)行了詳細(xì)的調(diào)研、歸納和分析。筆者通過調(diào)查研究發(fā)現(xiàn),莊河市農(nóng)村社區(qū)警務(wù)工作存在著警務(wù)建設(shè)有待加強(qiáng)、警力配置不科學(xué)、民警素質(zhì)參差不齊、民警工作積極性不高等亟待解決的一些問題。筆者對這些問題的成因進(jìn)行深入的分析后發(fā)現(xiàn),當(dāng)前莊河市農(nóng)村社區(qū)警務(wù)建設(shè)存在著社區(qū)警務(wù)的思想在基層還未根深蒂固、公安管理和運行機(jī)制發(fā)展滯后、社區(qū)民警隊伍建設(shè)有待加強(qiáng)、考核和激勵機(jī)制尚未健全等制約其發(fā)展的諸多因素。最后,筆者針對現(xiàn)階段莊河市農(nóng)村社區(qū)警務(wù)建設(shè)工作中存在問題的成因,提出了包括樹立正確的社區(qū)警務(wù)理念、完善警務(wù)組織管理和運行機(jī)制、強(qiáng)化社區(qū)民警隊伍建設(shè)、建立科學(xué)有效的激勵機(jī)制等幾點對策和建議。
[Abstract]:In 20th century, community policing originated in western countries, such as Europe and America, and was introduced into our country at the end of 80s. From then on, on the basis of inheriting and carrying forward the traditional superiority of mass work in the past, community policing was introduced into China at the end of the 20th century. Our public security organs have begun to learn from the successful experiences of community policing construction in Europe and the United States, and actively explore and implement community policing strategies with Chinese characteristics. The Ministry of Public Security held a meeting in Hangzhou on 2002. Formally put forward "implementing the strategy of community policing in an all-round way". From then on, the public security organs at all levels in our country have begun to explore and try the mode of community policing. This is of positive significance for maintaining social harmony and stability and realizing "Chinese Dream". Under the requirements of the construction of "Ping an Village", we should actively promote the strategy of rural community policing and construct a three-dimensional social security prevention and control system. It is particularly important to maintain the stability of rural areas, crack down on illegal crimes, reduce the crime rate in rural areas, and improve the satisfaction of residents. After many years of theoretical research and practice, Zhuanghe City has achieved good results in the construction of rural community policing. However, in the actual investigation and work, the author also found that the construction of rural community policing in Zhuanghe City is at the level of cognition. There are more or less some problems in management and personnel. This paper mainly uses the literature analysis method, questionnaire analysis method, comparative research method. First of all, the author describes the background and significance of community policing, the concept and development of community policing, the theoretical basis, and summarizes the literature at home and abroad. The purpose of this study is to clarify the research purpose and related concepts. Subsequently, the author makes a detailed investigation on the present situation of the rural community policing work in Zhuanghe City, combining with the questionnaire survey and the practical experience accumulated in his own community policing work. Through investigation and research, the author finds that the police work in Zhuanghe rural community needs to be strengthened, the police force allocation is not scientific, and the quality of the police is not uniform. The author makes a thorough analysis of the causes of these problems and finds that there are still some deep-rooted ideas of community policing in the rural community policing construction of Zhuanghe City at the grass-roots level. The development of public security management and operation mechanism lags behind, the construction of community police contingent needs to be strengthened, the examination and incentive mechanism is not perfect, and so on. Finally, In view of the causes of the problems existing in the construction of rural community policing in Zhuanghe City at present, the author puts forward the following suggestions: to establish a correct concept of community policing, to perfect the management and operation mechanism of police organizations, and to strengthen the construction of community police force. Establish scientific and effective incentive mechanism and other countermeasures and suggestions.
