【摘要】：正在互聯(lián)網(wǎng)和信息化時(shí)代,大數(shù)據(jù)技術(shù)快速發(fā)展,在各領(lǐng)域得到廣泛應(yīng)用。個(gè)人信息是大數(shù)據(jù)的重要內(nèi)容和基礎(chǔ)性數(shù)據(jù)。在大數(shù)據(jù)時(shí)代,個(gè)人信息的內(nèi)涵、收集范圍、收集手段、處理方式、利用空間、侵權(quán)形式等正在發(fā)生巨大的變化。一方面,個(gè)人信息的開發(fā)利用有助于社會的發(fā)展和進(jìn)步,如政府部門可以利用掌握的個(gè)人信息進(jìn)行決策評估,提高社會治理效果,預(yù)防和懲治犯罪;商業(yè)機(jī)構(gòu)可以利用收集的個(gè)人信息為經(jīng)營決策提供輔助信息。另一方面,由于個(gè)人信息的不當(dāng)收集、濫用和泄露,導(dǎo)致個(gè)人權(quán)益遭受侵
[Abstract]:In the age of Internet and information, big data's technology develops rapidly and is widely used in various fields. Personal information is big data's important content and basic data. In big data's era, the connotation of personal information, the scope of collection, the means of collection, the way of handling, the use of space, the form of infringement, and so on, are undergoing tremendous changes. On the one hand, the development and utilization of personal information is helpful to the development and progress of society, such as government departments can use personal information to make decision-making assessment, improve the effect of social governance, and prevent and punish crime; Business organizations can use the collected personal information to provide supporting information for business decision-making. On the other hand, due to improper collection, abuse and disclosure of personal information, personal rights and interests are violated.
