公共部門勞資沖突與調(diào)解:英國公共衛(wèi)生機(jī)構(gòu)的經(jīng)驗與啟示

【摘要】:本文以勞動關(guān)系理論為主線,具體解讀2016年英國初級醫(yī)生與政府衛(wèi)生部門之間的勞資爭議,以及由此引發(fā)的該國近半個世紀(jì)以來最大規(guī)模的醫(yī)生罷工事件。通過討論此次停工、集體談判和爭議解決的過程,文章分析了西方公共部門勞資沖突調(diào)解的主要路徑和經(jīng)驗,以及此次事件對我國公共單位勞資沖突解決方式和醫(yī)療體制改革的啟示。
[Abstract]:Based on the theory of labor relations, this paper interprets the labor dispute between primary doctors and government health departments in 2016 and the biggest medical strike in the country in nearly half a century. By discussing the process of the stoppage, collective bargaining and dispute resolution, the article analyzes the main paths and experiences of labor conflict mediation in the western public sector. As well as this incident to our country public unit labor-capital conflict settlement way and the medical treatment system reform enlightenment.
