【摘要】：論文追蹤了近期美國聯(lián)邦政府及州政府頒發(fā)的關(guān)于機(jī)構(gòu)開放獲取的法案及最新發(fā)展。從實(shí)例中指出美國重視開放獲取是對(duì)知識(shí)平等和公眾知識(shí)權(quán)益的尊重。美國學(xué)術(shù)和高等教育界已經(jīng)形成一個(gè)非常有利于機(jī)構(gòu)開放獲取的環(huán)境。從其經(jīng)驗(yàn)中可以看出,中國的機(jī)構(gòu)開放獲取在政策發(fā)展方面還有待更加積極的行動(dòng)。
[Abstract]:The paper tracks recent federal and state laws on open access and recent developments in the United States. It is pointed out from the example that the United States values open access as the respect for the equality of knowledge and the rights and interests of the public. The academic and higher education community in the United States has developed an environment that is very conducive to open access by institutions. From its experience, China's institutional open access policy development needs to be more active.
