【摘要】：奧巴馬政府上臺以來,為了推進(jìn)"能源獨(dú)立"和"低碳發(fā)展"兩大目標(biāo),推行了"全方位能源戰(zhàn)略",并取得了明顯的進(jìn)展。這項(xiàng)能源戰(zhàn)略的主要內(nèi)容包括利用各項(xiàng)政策工具支持開發(fā)本國油氣資源,降低能源對外依存度,同時通過發(fā)展碳捕集和封存技術(shù),開發(fā)清潔能源政策和提高能源效率,修訂火電廠的碳排放標(biāo)準(zhǔn)和機(jī)動車燃油經(jīng)濟(jì)性標(biāo)準(zhǔn)等措施,減少碳排放。聯(lián)邦政府在實(shí)施該項(xiàng)能源戰(zhàn)略的過程中所采取的各項(xiàng)法律和行政措施,對于我國能源和應(yīng)對氣候變化領(lǐng)域的法律和政策制定也具有一定的借鑒意義。
[Abstract]:Since the Obama administration came to power, in order to promote the goals of "energy independence" and "low-carbon development," the Obama administration has implemented a "comprehensive energy strategy" and has made remarkable progress. The main elements of this energy strategy include the use of policy tools to support the development of domestic oil and gas resources and to reduce external energy dependence, while developing clean energy policies and energy efficiency through the development of carbon capture and sequestration technologies, Revise the carbon emission standards of thermal power plants and motor vehicle fuel economy standards and other measures to reduce carbon emissions. The legal and administrative measures taken by the federal government in the process of implementing the energy strategy also have some reference significance for the law and policy formulation in the field of energy and climate change in China.
