【摘要】：我國(guó)是一個(gè)農(nóng)業(yè)大國(guó),農(nóng)民人口占我國(guó)人口的絕大多數(shù)。然而,我國(guó)農(nóng)民長(zhǎng)期處在社會(huì)的底層,是我國(guó)的一個(gè)弱勢(shì)群體,農(nóng)民問(wèn)題是否很好地解決關(guān)系到國(guó)家是否能長(zhǎng)治久安。一直以來(lái),黨和政府都高度重視農(nóng)民問(wèn)題,從2004年到2017年,連續(xù)十四年發(fā)布中央一號(hào)文件,著重解決“三農(nóng)”問(wèn)題,目前,全面深化農(nóng)村集體產(chǎn)權(quán)制度改革也已在全國(guó)范圍內(nèi)展開(kāi)試點(diǎn),將賦予農(nóng)民更多的財(cái)產(chǎn)權(quán)益。農(nóng)民問(wèn)題的核心在于農(nóng)民的發(fā)展問(wèn)題,而要促進(jìn)農(nóng)民的發(fā)展,關(guān)鍵在于平等地賦予農(nóng)民發(fā)展的各項(xiàng)權(quán)益。經(jīng)濟(jì)基礎(chǔ)決定上層建筑,保障農(nóng)民的經(jīng)濟(jì)權(quán)益是農(nóng)民實(shí)現(xiàn)其他權(quán)益的基礎(chǔ),是促進(jìn)農(nóng)民發(fā)展、解決農(nóng)民問(wèn)題的關(guān)鍵。本文立足于我國(guó)城鎮(zhèn)化、工業(yè)化不斷加速的國(guó)情背景下,分析我國(guó)農(nóng)民發(fā)展中的經(jīng)濟(jì)權(quán)益保障問(wèn)題,以期能找到保障農(nóng)民經(jīng)濟(jì)權(quán)益的對(duì)策,從而促進(jìn)農(nóng)民的發(fā)展。本文共分為五個(gè)部分。第一部分是導(dǎo)言,主要概述了農(nóng)民發(fā)展的內(nèi)涵、農(nóng)民經(jīng)濟(jì)權(quán)益保障的主要內(nèi)容及其對(duì)農(nóng)民發(fā)展的重要意義。第二部分探討了農(nóng)民發(fā)展中經(jīng)濟(jì)權(quán)益保障的理論基礎(chǔ)及其指導(dǎo)意義,闡述了馬克思主義人的發(fā)展理論、經(jīng)濟(jì)利益理論以及農(nóng)民理論的具體內(nèi)容及其在中國(guó)的豐富和發(fā)展。第三部分主要對(duì)我國(guó)農(nóng)民發(fā)展中經(jīng)濟(jì)權(quán)益保障問(wèn)題的現(xiàn)狀進(jìn)行了分析,指出了改革開(kāi)放后我國(guó)農(nóng)民的經(jīng)濟(jì)權(quán)益保障正得到不斷完善,但農(nóng)民仍主要面臨著市場(chǎng)主體地位缺失、財(cái)產(chǎn)權(quán)益缺失、勞動(dòng)權(quán)益受損等問(wèn)題。第四部分分析了農(nóng)民經(jīng)濟(jì)權(quán)益保障問(wèn)題的原因,制度設(shè)計(jì)缺陷是農(nóng)民經(jīng)濟(jì)權(quán)益保障缺失的根源,農(nóng)民組織化程度低及其自身素質(zhì)低下是另外兩個(gè)主要原因。第五部分結(jié)合我國(guó)具體國(guó)情,從制度、組織和農(nóng)民自身三方面探討了我國(guó)農(nóng)民經(jīng)濟(jì)權(quán)益保障問(wèn)題的具體對(duì)策,只有破除城鄉(xiāng)二元體制、健全農(nóng)民經(jīng)濟(jì)權(quán)益保障的法律制度、加強(qiáng)對(duì)農(nóng)民的政策保護(hù)、提高農(nóng)民的組織化程度和農(nóng)民自身的素質(zhì)才能使我國(guó)農(nóng)民經(jīng)濟(jì)權(quán)益保障問(wèn)題得到較好地解決。
[Abstract]:Our country is a big agricultural country, the peasant population accounts for the overwhelming majority of our population. However, farmers in our country have been at the bottom of the society for a long time, and they are a weak group in our country. All along, the Party and the government have attached great importance to the issue of peasants. From 2004 to 2017, the Central Committee issued the first document of the Central Committee for 14 consecutive years, focusing on solving the "three rural" problems. At present, Comprehensively deepening the reform of the rural collective property right system has also launched a nationwide pilot project, which will endow farmers with more property rights and interests. The core of the peasant problem lies in the development of the farmer, and to promote the development of the farmer, the key lies in giving equal rights and interests to the development of the farmer. The economic base determines the superstructure, and the protection of peasants' economic rights and interests is the basis for farmers to realize other rights and interests, is the key to promote the development of farmers and solve the problems of farmers. Based on the background of urbanization and accelerating industrialization in China, this paper analyzes the protection of economic rights and interests in the development of farmers in China, in order to find the countermeasures to protect the economic rights and interests of farmers and thus to promote the development of farmers. This paper is divided into five parts. The first part is the introduction, which mainly summarizes the connotation of farmers' development, the main contents of farmers' economic rights and interests and its significance to the development of farmers. The second part discusses the theoretical basis and guiding significance of the economic rights and interests guarantee in the development of farmers, and expounds the Marxist theory of human development, the theory of economic interests and the concrete content of the theory of farmers, as well as its enrichment and development in China. The third part mainly analyzes the present situation of the economic rights and interests protection in the development of our country's peasants, and points out that after the reform and opening up, the protection of the peasants' economic rights and interests is being continuously perfected, but the peasants are still facing the lack of the market main body status. Property rights and interests are missing, labor rights and interests are damaged and so on. The fourth part analyzes the reasons of the peasant's economic rights and interests protection. The defect of the system design is the root of the farmer's economic rights and interests guarantee, and the other two main reasons are the low degree of organization and the low quality of the farmer's economic rights and interests. The fifth part combines our country's specific situation, from the system, the organization and the farmer oneself three aspects discussed our country farmer's economic rights and interests safeguard question concrete countermeasure, only breaks down the urban-rural dual system, consummates the farmer economic rights and interests safeguard legal system. Only by strengthening the policy protection of farmers, improving the organization degree of farmers and the quality of farmers themselves, can we solve the problem of protecting peasants' economic rights and interests in our country.
