美國技術(shù)移民政策綜述

【摘要】：論文從美國移民政策的歷史沿革、機(jī)構(gòu)設(shè)置、特點(diǎn),尤其是以技術(shù)移民政策方面美國吸引外國人才的制度優(yōu)勢為著眼點(diǎn),綜合梳理了美國技術(shù)移民政策的相關(guān)研究成果,包括最新的調(diào)查報(bào)告及統(tǒng)計(jì)數(shù)據(jù)等。認(rèn)為美國的移民政策始終基于國家利益和經(jīng)濟(jì)發(fā)展的需要,經(jīng)歷了自由開放、限制移民和高度選擇三個(gè)階段。美國雖然是世界上最大的移民接受國和技術(shù)人才引進(jìn)國,但它的移民構(gòu)成特點(diǎn)仍以家庭關(guān)系移民為主。它通過永久居留類職業(yè)簽證、臨時(shí)居留類職業(yè)簽證、臨時(shí)居留類的留學(xué)生和學(xué)者簽證等三種簽證類型吸引人才,并且建立了勞工證制度、配額制、擔(dān)保制、優(yōu)越的科研條件等多制度配合的吸納人才體系。
[Abstract]:From the historical evolution, institutional setting and characteristics of American immigration policy, especially focusing on the institutional advantages of attracting foreign talents in the policy of skilled immigration, the paper comprehensively combs the relevant research results of American policy on skilled immigration. Including the latest survey reports and statistics, etc. The immigration policy of the United States has always been based on the national interests and the needs of economic development, and has gone through three stages: freedom and openness, restriction of immigration and high choice. Although the United States is the world's largest recipient of immigrants and the introduction of skilled personnel, its immigration composition is still dominated by family relations immigrants. It attracts talents through three types of visas: permanent residence visa, temporary residence visa for students studying abroad and scholar visa. It also establishes a labor permit system, a quota system, and a guarantee system. Superior scientific research conditions and other systems to cooperate with the absorption of talent system.
