【摘要】：作為蘇聯(lián)解體后的俄羅斯,其經(jīng)過70年的計劃經(jīng)濟的變革,有著大規(guī)模的產(chǎn)業(yè)基礎(chǔ),是典型的轉(zhuǎn)型國家。在確立向社會主義市場經(jīng)濟體制轉(zhuǎn)變過程中,反壟斷法發(fā)揮了非常重要的作用。如何在經(jīng)濟轉(zhuǎn)變過程中推行反壟斷政策,規(guī)制反壟斷行為,建立良好的市場競爭秩序等問題都十分值得研究。 俄羅斯的反壟斷法自1991年頒布以來,已經(jīng)走過21個年頭,期間經(jīng)過數(shù)次的改革和完善,它的體系已經(jīng)逐漸成熟,有些規(guī)定甚至堪稱先進,它對俄羅斯經(jīng)濟發(fā)展的指導(dǎo)意義也不可小覷。在規(guī)制反壟斷的同時,俄羅斯也倡導(dǎo)文明競爭,只有這樣才能既保證市場經(jīng)濟的繁榮發(fā)展,也保護了消費者的利益。 我國與俄羅斯同是發(fā)展中國家,在體制上有許多相似之處,如何處理好在轉(zhuǎn)型過程中,既能夠保持社會穩(wěn)定,又可以促使經(jīng)濟自由高速的發(fā)展的問題上,俄羅斯的反壟斷法中很多做法對我國來說有很好的借鑒意義。
[Abstract]:After the disintegration of the Soviet Union, Russia, after 70 years of planned economy reform, has a large-scale industrial basis, is a typical transition country. The anti-monopoly law has played a very important role in the process of establishing the socialist market economy system. It is worth studying how to carry out anti-monopoly policy, regulate anti-monopoly behavior and establish a good market competition order in the process of economic transformation. Russia's anti-monopoly law has gone through 21 years since it was promulgated in 1991, during which time it has been reformed and perfected several times. Its system has gradually matured, and some of its provisions are even more advanced. Its guiding significance to Russia's economic development should not be underestimated. While regulating antitrust, Russia also advocates civilized competition, which can not only guarantee the prosperity of market economy, but also protect the interests of consumers. China and Russia are both developing countries, and there are many similarities in the system. How to properly handle the problem of maintaining social stability and promoting the rapid development of economic freedom in the process of transformation? Russia's anti-monopoly law in a lot of practices for our country has a good reference.
