【摘要】：依法治國,建設(shè)社會主義法治國家,反映了建設(shè)富強民主文明和諧的社會主義現(xiàn)代化國家的內(nèi)在要求,體現(xiàn)了全黨全國各族人民的共同愿望。江澤民在黨的十五大提出依法治國的基本方略,并在十六大報告中創(chuàng)新性地提出了“依法執(zhí)政”這個黨在依法治國條件下的科學執(zhí)政方式理念。以胡錦濤為總書記的黨中央領(lǐng)導集體繼承并發(fā)揚了江澤民的依法治國方略,清醒地意識到中國共產(chǎn)黨的執(zhí)政地位與現(xiàn)狀,繼續(xù)在前人理論與實踐的基礎(chǔ)上對依法執(zhí)政方式進行著持之以恒的努力與探索,將依法執(zhí)政從執(zhí)政方式概念到理論體系進行完善與發(fā)展。在黨的十六屆四中全會上胡錦濤提出,依法執(zhí)政是中國共產(chǎn)黨在新的歷史條件下執(zhí)政的一個基本方式,使依法執(zhí)政上升到全新的理論高度,并以此來作為建設(shè)社會主義法治國家的基石,使共產(chǎn)黨在中國的執(zhí)政地位得以牢牢鞏固,有效抵制了歷史周期率的執(zhí)政風險,使中國向民主、法治的現(xiàn)代化文明國家邁進一步。 深刻理解和把握胡錦濤依法執(zhí)政思想的豐富內(nèi)涵,可以清晰地把握我們黨在新的歷史條件下對執(zhí)政方式的探索規(guī)律,對我們更好地鞏固共產(chǎn)黨作為執(zhí)政黨的領(lǐng)導地位,全面落實科學發(fā)展觀,促進我國經(jīng)濟社會協(xié)調(diào)發(fā)展全面進步,實現(xiàn)全面建設(shè)小康社會的宏偉目標,意義重大。論文從發(fā)展歷程、主要內(nèi)容、重大意義幾個方面來深度剖析胡錦濤的依法執(zhí)政思想,從而為完善胡錦濤執(zhí)政黨建設(shè)理論體系,探討中國共產(chǎn)黨作為執(zhí)政黨,在國內(nèi)外風云變幻的環(huán)境中如何繼續(xù)鞏固執(zhí)政地位,為領(lǐng)導人民建設(shè)先進的社會主義法治國家而貢獻綿薄之力。
[Abstract]:Ruling the country according to law and building a socialist country ruled by law reflects the inherent requirements of building a prosperous, strong, democratic, civilized and harmonious socialist modern country, and reflects the common aspiration of the whole party and the people of all ethnic groups in the country. Jiang Zemin put forward the basic strategy of governing the country according to law at the 15th National Congress of the Party, and creatively put forward the idea of "ruling by law", a scientific ruling mode of the Party under the condition of governing the country according to law in the report of the 16th National Congress of the Communist Party of China. The collective leadership of the CPC Central Committee, with Hu Jintao as its general secretary, inherited and carried forward Jiang Zemin's strategy of governing the country according to law, soberly aware of the ruling position and current situation of the Communist Party of China. On the basis of predecessors' theory and practice, we continue to make persistent efforts and explorations on the mode of governing according to law, and perfect and develop the concept of ruling by law from the concept of ruling mode to the theoretical system. At the fourth Plenary session of the 16th CPC Central Committee, Hu Jintao put forward that ruling by law is a basic way for the CPC to govern under the new historical conditions, so that ruling by law rises to a completely new theoretical height. As the cornerstone of building a socialist country ruled by law, the Communist Party's ruling position in China is firmly consolidated, the ruling risk of historical cycle rate is effectively resisted, and China is further advanced to a modern civilized country of democracy and rule of law. By deeply understanding and grasping the rich connotation of Hu Jintao's thought of ruling according to law, we can clearly grasp the law of our party's exploration of the ruling mode under the new historical conditions, and better consolidate the leading position of the Communist Party as the ruling party. It is of great significance to carry out the concept of scientific development in an all-round way, to promote the coordinated development of our country's economy and society, and to achieve the grand goal of building a well-off society in an all-round way. From the development course, the main content, the significant significance several aspects, the thesis deeply analyzes the Hu Jintao's ruling thought according to law, thus in order to consummate the Hu Jintao ruling party construction theory system, discusses the Chinese Communist Party as the ruling party. In the changing environment at home and abroad, how to continue to consolidate the ruling position, leading the people to build an advanced socialist country under the rule of law and contribute a modest amount of power.
