【摘要】：以"政府滿意度"為形式的法治政府主觀評(píng)價(jià),既是法治政府評(píng)價(jià)的重要組成部分,同時(shí)也是了解"法治政府"與公眾相關(guān)各主觀感受的關(guān)系、進(jìn)而更全面地理解法治的內(nèi)涵并因地制宜推進(jìn)法治政府建設(shè)的重要途徑。對(duì)廣東省青年人群的社會(huì)調(diào)查表明:受訪者對(duì)于當(dāng)?shù)卣ㄖ嗡降母惺芘c性別、年齡段、學(xué)歷和當(dāng)?shù)厣鐣?huì)治理水平均有關(guān)系;與受訪者和政府部門在具體個(gè)案中打交道的經(jīng)歷也有關(guān)系;受訪者在各具體方面的感受對(duì)于政府法治整體感受也存在不同的影響。關(guān)注法治政府的主觀面向,是因?yàn)榉ㄖ握嚓P(guān)情況會(huì)影響人們的主觀感受,進(jìn)而影響人們的行為;而主觀感受是有規(guī)律的,這些規(guī)律構(gòu)成了制度起作用的深層機(jī)理。就研究方法而言,還必須注意局部經(jīng)驗(yàn)與普遍規(guī)律的關(guān)系、主觀感受與客觀標(biāo)準(zhǔn)的關(guān)系。
[Abstract]:The subjective evaluation of the rule of law in the form of "government satisfaction" is not only an important part of the evaluation of the rule of law, but also the understanding of the relationship between the "government by law" and the subjective feelings of the public. Then we can fully understand the connotation of rule of law and promote the construction of government by law according to local conditions. The social survey of young people in Guangdong province shows that the feeling of the respondents about the local government rule of law is related to gender, age, educational background and the level of local social governance; The experience of dealing with the interviewees and government departments in specific cases is also related; the feelings of the interviewees in each specific aspect also have different effects on the overall feelings of the government under the rule of law. Attention to the subjective orientation of the rule of law government is because the relevant situation of the rule of law government will affect people's subjective feelings, and then affect people's behavior; and the subjective feelings are regular, which constitute the deep mechanism of the system. In terms of research methods, we must also pay attention to the relationship between local experience and universal laws, and between subjective feelings and objective criteria.
