【摘要】：政府?dāng)?shù)據(jù)開放共享的順利開展需要相關(guān)政策法規(guī)保障。文章采用網(wǎng)絡(luò)調(diào)查法和文獻(xiàn)調(diào)查法進(jìn)行調(diào)研,發(fā)現(xiàn)法國通過設(shè)置相關(guān)機構(gòu)和崗位、制定完善的政策與推行法律法規(guī)的三種主要方式,推動其政府?dāng)?shù)據(jù)開放共享開展。其對我國政府?dāng)?shù)據(jù)開放共享的啟示有:提升政府?dāng)?shù)據(jù)開放法律地位、注重數(shù)據(jù)安全、制定定價策略、適度開放民生數(shù)據(jù)、強化跨部門合作共享、授權(quán)政府?dāng)?shù)據(jù)重用和參與國際政府?dāng)?shù)據(jù)開放活動。
[Abstract]:The smooth development of government data opening and sharing needs relevant policies and regulations. The article uses the network survey method and the literature survey method to investigate and investigate the three main ways of establishing the perfect policies and laws and regulations by setting up relevant institutions and posts in France, and promoting the opening and sharing of the government data. According to the revelations of opening and sharing, we should improve the legal status of government data, pay attention to data security, formulate pricing strategies, moderately open the data of people's livelihood, strengthen the sharing of cross sectoral cooperation, empower government data to reuse and participate in international government data opening activities.
