【摘要】：多元主義政治觀認(rèn)為,個(gè)人偏好是外在于政治過(guò)程的、固定不變的,政治活動(dòng)不過(guò)是對(duì)個(gè)人偏好的匯總;共和主義政治觀認(rèn)為,個(gè)人偏好與政治過(guò)程緊密關(guān)聯(lián)、可以被改變,政治審議會(huì)重塑個(gè)人偏好。具體到民主決策程序?qū)用?多元主義政治觀傾向于實(shí)行票決民主,而共和主義政治觀推崇審議民主。采取多數(shù)原則的票決民主,不僅無(wú)法實(shí)現(xiàn)對(duì)個(gè)人偏好的轉(zhuǎn)化,還會(huì)對(duì)少數(shù)意見(jiàn)產(chǎn)生壓制,進(jìn)而極大地妨害了決策結(jié)論的正當(dāng)性和穩(wěn)定性。審議民主在搭建公共討論平臺(tái)、促成理性共識(shí)、塑造公民方面有著重要的價(jià)值。當(dāng)代中國(guó)正處于深刻的社會(huì)轉(zhuǎn)型期,公民意識(shí)高漲,社會(huì)沖突加劇,迫切需要通過(guò)恰當(dāng)?shù)姆绞揭龑?dǎo)公民理性表達(dá)訴求。藉由不同層面的民主審議歷練,形成關(guān)心公共利益的公民文化,為深化民主進(jìn)程積累經(jīng)驗(yàn)和共識(shí)。
[Abstract]:According to the view of political pluralism, personal preference is that the political process, fixed, political activities but to collect personal preference; Republican political view, personal preference and political processes are closely related, can be changed, the political consideration will reshape personal preference. Specific to the democratic decision-making process level, political views tend to pluralism the implementation of the voting democracy and republicanism political concept of deliberative democracy. Take the principle of majority respected vote democracy, not only can not achieve the transformation of personal preference, will have to suppress the minority views, legitimacy and stability which greatly hinder the decision. In the discussion of deliberative democracy to build public platform, promote the rational consensus, there is the important value of shaping the citizen. Contemporary China is in the crucial period of social transition, citizen consciousness, social conflict intensifies, the urgent need to The right way to guide citizens to express their demands rationally is to form a civic culture of public interest by different levels of democratic deliberation and experience, and to accumulate experience and consensus for deepening the democratic process.
