【摘要】：明仁天皇2016年8月8日發(fā)表電視講話,委婉地表達(dá)了"生前退位"的愿望,實(shí)際上是呼吁日本政府對(duì)皇室制度進(jìn)行改革。天皇能否退位,皇室制度能否發(fā)生改變,不僅面臨著法律制約,也取決于日本政府的態(tài)度。
[Abstract]:In his televised speech on August 8th 2016, Emperor Akihito tacitly expressed his desire to "abdicate the throne while he was alive", in fact calling on the Japanese government to reform the royal system. Can the emperor abdicate and the royal system change? Not only are there legal constraints, but they also depend on the attitude of the Japanese government.
