【摘要】：發(fā)揮立法的引領(lǐng)和推動作用是新的歷史條件下我國立法工作的重要指導方針。要堅持立法先行,正確處理好立法與改革的關(guān)系,實現(xiàn)立法決策與改革決策相銜接,確保重大改革于法有據(jù)。同時,立法工作也要與時俱進,主動適應(yīng)改革和經(jīng)濟社會發(fā)展需要。
[Abstract]:Giving full play to the leading and promoting role of legislation is an important guideline of our country's legislative work under the new historical conditions. It is necessary to stick to legislation first, correctly handle the relationship between legislation and reform, and realize the link between legislative decision and reform decision. At the same time, the legislative work should keep pace with the times and actively adapt to the needs of reform and economic and social development.
