【摘要】：美國是世界上法律體系較為健全的國家之一,其水利工程的規(guī)劃、興建和管理等都要通過法律加以明確。梳理了美國歷次水利法律的演變,概述了美國《2014年水利改革與發(fā)展法》的主要內(nèi)容,闡述了其在改革官僚作風(fēng)與加快項(xiàng)目進(jìn)展、理清財(cái)政責(zé)任、加強(qiáng)監(jiān)管與審計(jì)、提高安全水平、發(fā)揮財(cái)政資金杠桿作用、強(qiáng)化水利基礎(chǔ)設(shè)施建設(shè)等方面的體制機(jī)制創(chuàng)新,提出了對我國的啟示與建議。
[Abstract]:The United States is one of the countries with relatively sound legal system in the world, and the planning, construction and management of its water conservancy projects must be clearly defined by law, and the evolution of water conservancy laws in the United States has been combed. This paper summarizes the main contents of the Water Conservancy Reform and Development Act of 2014 in the United States, expounds its work in reforming bureaucracy and speeding up the progress of projects, clarifies financial responsibilities, strengthens supervision and audit, and raises the level of safety. Giving full play to the leverage of financial funds and strengthening the system and mechanism innovation of water conservancy infrastructure construction, this paper puts forward some enlightenment and suggestions to our country.
