【摘要】：社會權(quán)力的存在是不可回避的客觀事實,它也確實起到了促進(jìn)社會發(fā)展的巨大作用。但是,究竟應(yīng)不應(yīng)該大力倡導(dǎo)社會權(quán)力的鞏固和擴(kuò)張,仍然成為理論研究和實踐發(fā)展中困擾研究者和政治家的兩難之問,其原因在于它在促進(jìn)社會發(fā)展的同時又在阻礙社會發(fā)展,構(gòu)成了對國家行政效能的削減、對個體自由的侵犯,在價值層面上表現(xiàn)為民主、秩序和自由的悖論。正視社會權(quán)力的弊端和悖論,可以為構(gòu)建社會權(quán)力良性發(fā)展路線提供理性基礎(chǔ),有利于為國家治理現(xiàn)代化的主體建設(shè)做出科學(xué)的規(guī)范性建言。
[Abstract]:The existence of social power is an inescapable objective fact, and it does play a great role in promoting social development. However, whether the consolidation and expansion of social power should be strongly advocated is still a dilemma for researchers and politicians in the development of theory and practice. The reason lies in the fact that it not only promotes the social development but also hinders the social development. It constitutes the reduction of the administrative efficiency of the state and the violation of individual freedom, which is manifested in the paradox of democracy, order and freedom at the value level. Facing up to the drawbacks and paradoxes of social power can provide a rational basis for the construction of a benign development line of social power and is conducive to making scientific and normative suggestions for the construction of the subject of national governance modernization.
