【摘要】：中國儒家文化和社會信任是否會影響普惠金融的實踐效果?歷史經驗和理論研究都對此做出了肯定的回答。然而,一些實踐中的困境和理論上的未盡議題促使我們從微觀層面上對此進行重審。通過分析中國綜合社會調查數據,我們得出以下結論:社會信任促進了普惠金融的普及,而儒家文化的秉承與踐行卻弱化了普惠金融的惠及可能性;社會信任對普惠金融的影響更多地體現為社會關系推動的面向,而非文化推動的面向;儒家文化尚未滲透到社會信任體系之中——在金融意義上,儒家文化的影響并不表現在"信"的面向,而是嵌入到以"孝"為特征的家文化之中,并在一定程度上弱化了經濟收入對普惠金融的積極作用。普惠金融的制度框架設計應以社會征信體系的完善為基礎,引入社會利益傾斜機制和社會權利能力賦予機制,體現對社會責任的應有擔當;同時應充分借助儒家文化與社會發(fā)展相互"合意"的一面,以文化推動并實現金融在普惠性和安全性之間的平衡。
[Abstract]:Does Chinese Confucian culture and social trust affect the practical effect of inclusive finance? Both historical experience and theoretical research have given a positive answer to this question. However, some practical dilemmas and theoretical issues have prompted us to review this issue at the micro level. Through the analysis of China's comprehensive social survey data, We draw the following conclusions: social trust promotes the popularity of inclusive finance, while the Confucian culture of adherence and practice weakens the possibility of inclusive finance; The influence of social trust on inclusive finance is reflected more by social relations than by culture. The Confucian culture has not penetrated into the social trust system in the financial sense. The influence of Confucian culture is not reflected in the face of "faith", but embedded in the family culture characterized by "filial piety". To some extent, it weakens the positive effect of economic income on inclusive finance. The institutional framework design of inclusive finance should be based on the perfection of social credit system, and introduce the mechanism of social interest preference and the ability of social rights. At the same time, we should make full use of Confucian culture and social development to promote and realize the balance between inclusiveness and security by culture.
