  The Philosophical Implications of Information: A Re-examination Xiao Feng？32？ Information cannot be reduced to matter through any means. It is not a substance inherent in matter or a purely natural phenomenon; still less is it a purely objective phenomenon existing independently of a subject or an omnipresent universal phenomenon. Information in the philosophical sense is a kind of non-material existence. It is the subject’s perception, discrimination and construction of objects and a function of the life control system, especially the nervous system. Being connected with “meaning,” it is a cognitive phenomenon that is an attribute of man. There is thus no “ontological information,” but only epistemological information. The philosophical implications of information should be continuous with the usage of information in daily life; one cannot simply transplant the definition of information from a specific science.
