【摘要】：目的:通過(guò)測(cè)量部隊(duì)衛(wèi)生資源配置的公平系數(shù),分析某區(qū)域部隊(duì)衛(wèi)生資源配置的公平性。方法:采用洛倫茲曲線(Lorenzcurve)和基尼系數(shù)(Gini coefficient)方法測(cè)量部隊(duì)衛(wèi)生機(jī)構(gòu)、人力、床位資源按保障人數(shù)配置的公平性。結(jié)果:該區(qū)域部隊(duì)衛(wèi)生機(jī)構(gòu)奇源配置公平系數(shù)為0.0808,衛(wèi)生人力資源公平系數(shù)為0.1177,防疫人力資源配置接近0.35,接近不公平;衛(wèi)生床位資源公平系數(shù)為0.0903;而某建制以下各類部隊(duì)衛(wèi)生資源公平系數(shù)存在大于0.35現(xiàn)象,配置不公平現(xiàn)象大于區(qū)域水平。結(jié)論:區(qū)域水平上,部隊(duì)衛(wèi)生資源配置比較公平,在某建制單位以下部隊(duì)衛(wèi)生機(jī)構(gòu)、人力、床位資源配置存在不同程度的不公平。
[Abstract]:Objective: to analyze the fairness of health resources allocation in a regional army by measuring the equity coefficient of health resources allocation. Methods: Lorentz curve (Lorenzcurve) and Gini coefficient (Gini coefficient) were used to measure the fairness of allocation of human and bed resources in military health institutions according to the guaranteed population. Results: the equity coefficient of odd source allocation was 0.0808, the equity coefficient of health human resource was 0.1177, the allocation of epidemic prevention human resource was close to 0.35, and the equity coefficient of health bed resource was 0.0903. However, the health resource equity coefficient is greater than 0.35, and the allocation inequality is greater than the regional level. Conclusion: at the regional level, the allocation of troops' health resources is fairly fair, and the allocation of health resources of troops, manpower and beds under a certain formed unit is unfair to some extent.
