【摘要】：目的:預(yù)測(cè)某區(qū)域2003年度衛(wèi)生經(jīng)費(fèi)的配置標(biāo)準(zhǔn)。方法:應(yīng)用灰色系統(tǒng)中單序列一階段性微分模型[灰色模型(gray model,GM)](1.1)及動(dòng)態(tài)數(shù)列方法對(duì)部隊(duì)衛(wèi)生經(jīng)費(fèi)列支中的4項(xiàng)主要科目(醫(yī)療、防疫、藥材和業(yè)務(wù)管理)及其余科目進(jìn)行預(yù)測(cè)分析。結(jié)果:2003年度預(yù)測(cè)各級(jí)衛(wèi)生機(jī)構(gòu)衛(wèi)生經(jīng)費(fèi)4項(xiàng)主要保障額(基礎(chǔ)標(biāo)準(zhǔn)),防疫費(fèi)較上一年有所減少(分別減少××元、××元,全區(qū)域減少××元),某建制單位業(yè)務(wù)費(fèi)減少××元,其余三項(xiàng)各單位均有不同程度的增加;各級(jí)衛(wèi)生機(jī)構(gòu)衛(wèi)生經(jīng)費(fèi)其條科目的保障額(補(bǔ)充標(biāo)準(zhǔn))較2002年度有不同程度的增長(zhǎng)。結(jié)論:部隊(duì)衛(wèi)生經(jīng)費(fèi)的投入力度不斷加大,呈逐年上升趨勢(shì),但供需矛盾仍然存在;部隊(duì)衛(wèi)生經(jīng)費(fèi)4項(xiàng)重點(diǎn)列支科目保障良好,但分配比例仍不夠合理。
[Abstract]:Objective: to predict the allocation standard of health expenditure in a region in 2003. Methods: the single sequence one-stage differential model [gray model,GM] (1.1) and the dynamic sequence method were applied to the four main subjects (medical treatment, epidemic prevention) in the expenditure of health expenditure in the army. Medicinal materials and business management) and other subjects for prediction and analysis. Results: in 2003, the health expenditure of health institutions at all levels was predicted to be four main guarantees (basic standard), the cost of epidemic prevention was reduced compared with that of the previous year (reducing 脳 脳 yuan, 脳 脳 yuan, and the whole region reduced 脳 脳 yuan respectively), and the operating expenses of a certain formed unit was reduced by 脳 脳 yuan. Conclusion: the input of military health funds is increasing year by year, but the contradiction between supply and demand still exists, and the four key items of health expenditure are guaranteed well, but the distribution ratio is still not reasonable.
