【摘要】：目的 :積累衛(wèi)生法制監(jiān)督工作經(jīng)驗 ,做好新時期衛(wèi)生法制監(jiān)督工作 ,提高部隊環(huán)境質(zhì)量、生活質(zhì)量和健康水平。方法 :結(jié)合工作實際貫徹落實衛(wèi)生法規(guī) ,主要做法是 :(1)突出重點 ,取得領(lǐng)導(dǎo)機關(guān)對衛(wèi)生法制監(jiān)督工作的支持 ;(2 )努力打好監(jiān)督基礎(chǔ) ,提高監(jiān)督技術(shù)水平 ;(3)發(fā)揮監(jiān)督職能作用 ,使衛(wèi)生法規(guī)真正落到實處。結(jié)果 :通過幾年的衛(wèi)生法制監(jiān)督實踐 ,使《食品衛(wèi)生法》、《傳染病防治條例》、《消毒管理辦法》等衛(wèi)生法規(guī)在該部隊得到較好的貫徹落實。 95%的單位辦理了衛(wèi)生許可證 ,建立了炊管人員健康檔案 ;衛(wèi)生制度健全、落實良好的占 87.8% ;個人衛(wèi)生合格率由 52 .0 %上升到 88.2 % ,食品衛(wèi)生合格率由 6 6 .7%提高到 93.2 % ;食品加工場所的衛(wèi)生狀況有了明顯改善 ;傳染病登記合格率由原來的 56 .0 %上升到 95.0 % ,傳染病報告率由原來的 4 0 .0 %上升到 87.0 % ,一次性醫(yī)療用品“三證”齊全 ,供應(yīng)與回收符合率由原來的 31.6 %上升到 97.0 %。結(jié)論 :結(jié)合實際 ,積極開展衛(wèi)生法制監(jiān)督工作 ,并注意執(zhí)法監(jiān)督與法制宣傳相結(jié)合 ;執(zhí)法監(jiān)督與服務(wù)部隊相結(jié)合 ;執(zhí)法監(jiān)督與總結(jié)經(jīng)驗相結(jié)合 ,才能有效地促進(jìn)衛(wèi)生法規(guī)在部隊的貫徹落實。
[Abstract]:Objective: to accumulate the experience of health legal supervision, to improve the environmental quality, life quality and health level of the army in the new period. Methods: to carry out the health laws and regulations according to the actual work, the main methods were as follows: (1) give prominence to the key points and obtain the support of the leading organs for the supervision of the health legal system; (2) make great efforts to lay the foundation of supervision, improve the technical level of supervision, (3) exert the function of supervision, and make the health laws and regulations come into practice. Results: through several years' practice of health legal supervision, the hygienic laws and regulations such as Food Hygiene Law, Infectious Diseases Prevention regulations and Disinfection Administration measures were carried out in the army. Ninety-five percent of the units have applied for health licenses and set up health files for cooking management personnel, 87.8 percent of whom have a sound health system and good implementation. The qualified rate of personal hygiene increased from 52.0% to 88.2%, and the qualified rate of food hygiene increased from 66.7% to 93.2%. The qualified rate of registration of infectious diseases increased from 56.0% to 95.0%, and the reporting rate of infectious diseases increased from 40.0% to 87.0%. The coincidence rate of supply and recovery increased from 31.6% to 97.0%. Conclusion: combining with practice, we should actively carry out the work of health legal supervision, pay attention to the combination of law enforcement supervision and legal publicity, and combine law enforcement supervision with service to the army. The combination of law enforcement supervision and summing up experience can effectively promote the implementation of health laws and regulations in the army.
