【摘要】：聯(lián)合國(guó)維和部隊(duì)是聯(lián)合國(guó)維和行動(dòng)的重要組成部分,是控制局部沖突,幫助受傷民眾,并為解決政治沖突而創(chuàng)造條件的特殊隊(duì)伍。我國(guó)派出的醫(yī)療分隊(duì)在聯(lián)合國(guó)維和任務(wù)區(qū)內(nèi)為維和二級(jí)醫(yī)院,擔(dān)負(fù)任務(wù)區(qū)衛(wèi)勤保障的整體工作,對(duì)維和任務(wù)順利完成起至關(guān)重要的作用。維和條件下,維和二級(jí)醫(yī)院開(kāi)展日常工作的必要基礎(chǔ)在于衛(wèi)生裝備和相關(guān)設(shè)施,這些衛(wèi)生裝備在由聯(lián)合國(guó)設(shè)置的各個(gè)任務(wù)區(qū)中強(qiáng)有力的支持了各種形式的醫(yī)療行為。因此,有關(guān)衛(wèi)生裝備的相關(guān)操作、保養(yǎng)、修護(hù)等日常的管理工作成為衛(wèi)勤保障工作的物質(zhì)基礎(chǔ)和前提條件。衛(wèi)生設(shè)備是維和醫(yī)療隊(duì)關(guān)鍵部分,包括急救、后送、診療、防疫防護(hù)以及機(jī)動(dòng)醫(yī)療相關(guān)的裝備。根據(jù)維和二級(jí)醫(yī)院衛(wèi)生保障特點(diǎn)和裝備管理需求,本課題通過(guò)文獻(xiàn)調(diào)研并結(jié)合邏輯法與歷史法等,分析維和二級(jí)醫(yī)院衛(wèi)生裝備的使用特殊性與管理復(fù)雜性;結(jié)合實(shí)際問(wèn)題,通過(guò)研究維和二級(jí)醫(yī)院衛(wèi)生裝備的一些特殊性,總結(jié)分析出維和二級(jí)醫(yī)院衛(wèi)生裝備標(biāo)準(zhǔn)化管理的具體需求;在模型的建立過(guò)程中,通過(guò)專家咨詢,探討維和二級(jí)醫(yī)院衛(wèi)生裝備標(biāo)準(zhǔn)化管理模式,建立維和二級(jí)醫(yī)院衛(wèi)生裝備標(biāo)準(zhǔn)化管理模型,從而為維和二級(jí)醫(yī)院衛(wèi)生裝備管理提供參考,最終目的是提高維和二級(jí)醫(yī)院的衛(wèi)生裝備管理能力,提升我國(guó)在維和活動(dòng)中的大國(guó)形象。本文的創(chuàng)新之處在于系統(tǒng)分析了標(biāo)準(zhǔn)化管理模型建立的過(guò)程,細(xì)化了各管理模型構(gòu)成要素的功能,將衛(wèi)生裝備記錄文檔化,形成數(shù)據(jù)模型,并將裝備管理評(píng)估方法的具體內(nèi)容制定為表格形式,從而創(chuàng)建了維和二級(jí)醫(yī)院衛(wèi)生裝備管理標(biāo)準(zhǔn)化模型和生命周期管理模型,便于未來(lái)衛(wèi)生裝備的評(píng)估與管理。本研究?jī)?nèi)容可分為以下四個(gè)部分:第一部分通過(guò)文獻(xiàn)調(diào)研并結(jié)合邏輯法與歷史法等,深度剖析聯(lián)合國(guó)維和二級(jí)醫(yī)院衛(wèi)生裝備管理特性;第二部分結(jié)合實(shí)際問(wèn)題,研究維和二級(jí)醫(yī)院衛(wèi)生裝備標(biāo)準(zhǔn)化管理需求;第三部分是研究維和二級(jí)醫(yī)院衛(wèi)生裝備管理標(biāo)準(zhǔn)化相關(guān)問(wèn)題;第四部分通過(guò)專家咨詢,建立維和二級(jí)醫(yī)院衛(wèi)生裝備標(biāo)準(zhǔn)化管理模型。本研究主要結(jié)果如下:(一)針對(duì)維和行動(dòng)下維和二級(jí)醫(yī)院存在的問(wèn)題以及其環(huán)境特殊性,參考多方衛(wèi)生裝備智能化監(jiān)管經(jīng)驗(yàn)的同時(shí),對(duì)國(guó)內(nèi)外維和二級(jí)醫(yī)院衛(wèi)生裝備的管理現(xiàn)狀和模型進(jìn)行分析,并擬參照維和衛(wèi)生裝備管理特點(diǎn)及《軍隊(duì)醫(yī)療設(shè)備管理規(guī)定》,建立維和條件下衛(wèi)生裝備應(yīng)用檢測(cè)和維護(hù)制度,為衛(wèi)生裝備的科學(xué)管理提供參考;(二)關(guān)于衛(wèi)生裝備的管理,本研究在對(duì)目前所存在的問(wèn)題做具體分析之后,提出了針對(duì)衛(wèi)生裝備使用、管理以及維護(hù)的可行措施,以及針對(duì)人員選擇、醫(yī)療隊(duì)的構(gòu)成、后勤工作和保障的組織監(jiān)管等多方面的解決方案。而對(duì)于難以規(guī)避的客觀條件,本研究強(qiáng)調(diào)不僅要做好出發(fā)前準(zhǔn)備、充分考慮當(dāng)?shù)貧夂蛱攸c(diǎn)和供電特點(diǎn)、多向有維和經(jīng)驗(yàn)的國(guó)家學(xué)習(xí),而且要加強(qiáng)配備使用頻繁且成本低的設(shè)備、定期維護(hù)醫(yī)療器械;同時(shí)強(qiáng)調(diào)利用互聯(lián)網(wǎng)眾人之智解決問(wèn)題、做好衛(wèi)生裝備的移交工作以及培養(yǎng)醫(yī)療人員個(gè)人安全意識(shí)等具體改進(jìn)措施。以期能使衛(wèi)生裝備發(fā)揮最大的作用,實(shí)現(xiàn)裝備在維和過(guò)程的管理更加規(guī)范化,有效提高衛(wèi)生裝備在維和保障中的使用效能。(三)另一方面,本研究通過(guò)建立衛(wèi)生裝備生命周期管理模型來(lái)生成輔助決策方案,增強(qiáng)衛(wèi)生裝備管理的可靠性和經(jīng)濟(jì)性�？偠灾�,本研究通過(guò)問(wèn)卷調(diào)研,結(jié)合實(shí)際情況,較完善地構(gòu)建了維和二級(jí)醫(yī)院衛(wèi)生裝備標(biāo)準(zhǔn)化管理模型,并通過(guò)圖表形式對(duì)裝備進(jìn)行管理評(píng)估,使其能夠提高維和二級(jí)醫(yī)院的衛(wèi)生裝備管理效率和保障效能。
[Abstract]:The United Nations peacekeeping force is an important part of the United Nations peacekeeping operation. It is a special team to control local conflict, help the injured people and create conditions for the solution of the political conflict. The medical detachment sent by our country is in the United Nations peacekeeping mission area for the peacekeeping two level hospital, carrying the overall work of the mission area medical support and the peacekeeping operation. In peacekeeping conditions, the essential basis for the daily work of the two level peacekeeping hospital lies in health equipment and related facilities, which strongly support various forms of medical behavior in the various mission areas set by the United Nations. Therefore, related operations and maintenance of health equipment, Maintenance and other daily management work become the material basis and prerequisite of health service support. Health equipment is the key part of the peacekeeping medical team, including first aid, evacuation, diagnosis and treatment, anti epidemic protection and equipment related to mobile medical treatment. According to the characteristics of health protection and equipment management requirements of the two level hospital of peacekeeping, the subject through literature investigation and conclusion To analyze the particularity and management complexity of health equipment in peacekeeping two level hospital, and to analyze the specific characteristics of the health equipment in the two level hospital of peacekeeping, and analyze the requirements of the standardized management of the health equipment in the peacekeeping two level hospital. Consulting, discussing the standardized management model of health equipment in the two level hospital of peacekeeping, establishing the standardized management model of health equipment in the level two level hospital, thus providing reference for the management of health equipment in the level two level hospital. The ultimate aim is to improve the health equipment management ability of the peacekeeping two level hospital and enhance our country's image of the great power in the peacekeeping activities. The innovation of this article lies in the systematic analysis of the process of establishing the standardized management model, refining the functions of the components of each management model, documenting the records of health equipment, forming a data model, and making the specific content of the equipment management evaluation method form form, thus establishing the standardization of health equipment management in the two level hospital of peacekeeping. The model and life cycle management model are convenient for the assessment and management of future health equipment. The content of this study can be divided into four parts. The first part, through literature research, combined with logical and historical law, analyzes the health equipment management characteristics of United Nations peacekeeping two level hospitals in depth, and the second part studies peacekeeping two in combination with practical problems. The standardized management requirement of hospital health equipment; the third part is to study the related issues related to the standardization of health equipment management in the peacekeeping two level hospital; the fourth part, through expert consultation, establishes the standardized management model of health equipment in the level two level hospital. The main results of this study are as follows: (I) the problems existing in the peacekeeping and two level hospitals under peacekeeping operations are As well as its environmental particularity, the management status and model of health equipment in peacekeeping two level hospitals at home and abroad are analyzed with reference to the intelligent supervision experience of multi-party health equipment, and the characteristics of peacekeeping health equipment management and the regulations of military medical equipment management are drawn up, and the system of testing and maintenance for the application of health equipment under the condition of peacekeeping is established. The scientific management of health equipment provides reference. (two) on the management of health equipment, after analyzing the existing problems, this paper puts forward the feasible measures for the use of health equipment, management and maintenance, as well as the selection of the personnel, the composition of the medical team, the logistics work and the organization and supervision of the guarantee. The solution, and for the difficult objective conditions, the study emphasizes not only to prepare for the pre departure, to take full consideration of the local climate characteristics and power supply characteristics, to learn more to countries with peacekeeping experience, but also to strengthen equipment with frequent and low cost, maintain medical equipment regularly, and emphasize the use of the intelligence of the Internet. Solving problems, doing well the handover of health equipment and cultivating personal safety awareness of medical personnel, in order to make the health equipment play the most important role, realize the management of the equipment in the peacekeeping process more standardized, and effectively improve the use efficiency of the health equipment in the peacekeeping guarantee. (three) on the other hand, this research has passed. The life cycle management model of health equipment is set up to generate auxiliary decision-making scheme and enhance the reliability and economy of health equipment management. In a word, this study has constructed a standardized management model of health equipment in the peacekeeping two level hospital by questionnaire investigation and combined with the actual situation, and carries out management evaluation on the equipment through the chart form. It is estimated that it can improve the efficiency and effectiveness of medical equipment management in peacekeeping two grade hospitals.
