【摘要】：目的 積累高原地區(qū)軍事演練中衛(wèi)生監(jiān)督工作經(jīng)驗,提高野外條件下部隊環(huán)境質(zhì)量、生活質(zhì)量和健康水平。方法 結(jié)合演練實際開展衛(wèi)生監(jiān)督,并進行分析總結(jié)。結(jié)果 總結(jié)出衛(wèi)生監(jiān)督的基本做法:(1)演練前精心準備:做好衛(wèi)生流行病學偵察;建立強有力的組織體系;宣傳衛(wèi)生法規(guī)。(2)演練中嚴格落實:做好部隊進駐之初的衛(wèi)生監(jiān)督和技術指導;發(fā)揮監(jiān)督職能作用,使衛(wèi)生法規(guī)真正落到實處;撤收前不放松,確保安全撤離。由于采取這些做法,確保了安全施訓;加強了營養(yǎng)的合理調(diào)配,確保了食品的安全衛(wèi)生,食品衛(wèi)生合格率達95％以上;保證了飲用水衛(wèi)生質(zhì)量,飲用水全部符合《軍隊戰(zhàn)時飲用水衛(wèi)生標準》;確保了環(huán)境衛(wèi)生質(zhì)量;《傳染病防治法》得以嚴格落實,傳染病登記合格率達95％以上,傳染病報告率達90％以上。結(jié)論 建立一支過硬的衛(wèi)生監(jiān)督隊伍,堅持執(zhí)法監(jiān)督與法制宣傳相結(jié)合,執(zhí)法監(jiān)督與服務部隊相結(jié)合,執(zhí)法監(jiān)督與總結(jié)經(jīng)驗相結(jié)合,就能搞好演練中的衛(wèi)生監(jiān)督,保障部隊戰(zhàn)斗力。
[Abstract]:Objective to accumulate the experience of health supervision in military exercises in plateau area, and to improve the environmental quality, quality of life and health level of troops under field conditions. The results showed that the basic methods of health supervision were carefully prepared before the exercise: making a good investigation of health epidemiology, establishing a strong organization system, and making a sound investigation of health epidemiology, and establishing a strong organization system. Propaganda of health laws and regulations strictly implemented in the exercise: do a good job of health supervision and technical guidance at the beginning of the garrison of troops; give play to the role of supervision so that health laws and regulations are truly implemented; and do not relax before withdrawal, Ensuring safe evacuation. As a result of these practices, safe training has been ensured; proper nutrition allocation has been strengthened to ensure the safety and hygiene of food, and the qualified rate of food hygiene has reached more than 95%; and the quality of drinking water sanitation has been guaranteed. Drinking water all met the "hygienic standards for drinking water in the military during wartime"; the quality of environmental hygiene was ensured; and the Law on the Prevention and Control of Infectious Diseases was strictly implemented, and the qualified rate of registration of infectious diseases reached more than 95%. Conclusion to establish an excellent health supervision team, we should combine law enforcement supervision with legal publicity, law enforcement supervision with service troops, law enforcement supervision with summing up experience. Will be able to do a good job in the exercise of health supervision, to ensure the combat effectiveness of the army.
