【摘要】：本文從婚前保健服務(wù)的屬性入手,探討其籌資機(jī)制,為完善我國(guó)婚檢制度提供科學(xué)依據(jù)。采用文獻(xiàn)調(diào)研和現(xiàn)場(chǎng)調(diào)研相結(jié)合的方法,梳理國(guó)內(nèi)外婚檢籌資現(xiàn)狀,收集福建、廣西、江蘇等8個(gè)調(diào)研地區(qū)婚檢籌資相關(guān)數(shù)據(jù),并對(duì)政府有關(guān)部門、婚檢機(jī)構(gòu)相關(guān)人員進(jìn)行訪談�；榍氨＝》⻊�(wù)屬于準(zhǔn)公共產(chǎn)品的范疇,本文從籌資水平、資金渠道、資金分配、資金支付和資金監(jiān)管等方面對(duì)其籌資機(jī)制進(jìn)行探討,提出應(yīng)明確婚檢服務(wù)性質(zhì)、建立財(cái)政專項(xiàng)投入機(jī)制,進(jìn)行科學(xué)論證、統(tǒng)一婚檢服務(wù)基本籌資標(biāo)準(zhǔn),及時(shí)足額撥付婚檢專項(xiàng)經(jīng)費(fèi)、加強(qiáng)經(jīng)費(fèi)監(jiān)管等政策建議。
[Abstract]:This article starts with the attribute of pre-marital health care service, probes into its financing mechanism, and provides scientific basis for perfecting our country's premarital examination system. Using the method of literature investigation and on-the-spot investigation, this paper combs the current situation of fund-raising for marriage examination at home and abroad, collects the data related to the fund-raising of marriage examination in 8 investigation areas, such as Fujian, Guangxi and Jiangsu, and gives the relevant departments of the government, Interviews were conducted by the relevant personnel of the premarital examination institution. The pre-marital health care service belongs to the category of quasi-public goods. This article probes into its financing mechanism from the aspects of funding level, fund channel, fund allocation, fund payment and fund supervision, and puts forward that the nature of pre-marital examination service should be clarified. We should set up a special financial input mechanism, carry out scientific demonstration, unify the basic funding standards for pre-marital examination services, promptly and fully allocate special funds for pre-marital examinations, and strengthen the supervision of funds and other policy suggestions.
