【摘要】：目的基于利益平衡的視角,構(gòu)建餐飲安全利益平衡治理的新模式。方法選取浙江金華和四川樂山兩地九區(qū)市餐飲從業(yè)人員進(jìn)行問卷調(diào)查,了解經(jīng)營者利益訴求;收集樂山、金華市2012年中小型餐飲執(zhí)法案例,并對兩地食品藥品監(jiān)督執(zhí)法人員進(jìn)行問卷調(diào)查,了解地方政府利益訴求。結(jié)果發(fā)現(xiàn)中小型餐飲經(jīng)營者和地方政府兩者之間既存在相互之間和內(nèi)部個(gè)體之間的利益沖突,又存在相互之間和內(nèi)部個(gè)體之間的共同利益。結(jié)論探索而知沖突利益的調(diào)和措施—限制自主裁量范圍、建立餐飲信息網(wǎng)絡(luò)平臺、設(shè)立網(wǎng)絡(luò)餐飲技能咨詢窗口;共同利益的發(fā)展措施—設(shè)立基層餐飲安全監(jiān)督小組、建立餐飲衛(wèi)生服務(wù)許可證"綠色通道"、對經(jīng)營者進(jìn)行法律道德培訓(xùn)。
[Abstract]:Objective to construct a new management model of catering safety interest balance based on the angle of interest balance. Methods A questionnaire survey was conducted in nine districts of Jinhua City, Zhejiang Province, and Leshan City, Sichuan Province to find out the interests of the operators. Collect the small and medium-sized food and beverage law enforcement cases in 2012 in Leshan and Jinhua city, and investigate the interests of local government by questionnaire survey to the food and drug supervision and law enforcement personnel of the two places. The results show that there are not only conflicts of interest between small and medium-sized catering operators and local governments, but also mutual and internal interests. Conclusion to explore the reconciliation measures of knowing the conflict benefit, to limit the range of independent discretion, to establish the food and beverage information network platform, and to set up the network catering skill consultation window; The development measures of common interests include setting up the basic level food safety supervision group, establishing the "green channel" of the food and health service license, and carrying on the legal moral training to the operator.
