基于政府間博弈的農(nóng)村飲水安全工程補(bǔ)償分?jǐn)偰P?/H1>

【摘要】:針對(duì)農(nóng)村飲水安全工程補(bǔ)償中產(chǎn)生的基層政府與省級(jí)政府虛報(bào)及確定各級(jí)政府間的補(bǔ)償分?jǐn)偙壤葐?wèn)題,就資金申報(bào)問(wèn)題建立了中央與地方政府的監(jiān)管博弈模型來(lái)監(jiān)督地方政府的虛報(bào),并構(gòu)建了分?jǐn)偙壤P蛠?lái)確定各級(jí)政府的分?jǐn)偙壤。將該模型?yīng)用于江蘇某農(nóng)村飲用水工程中,模型計(jì)算結(jié)果符合各博弈主體的利益。研究成果為中央及省級(jí)政府參與項(xiàng)目分?jǐn)偺峁┝死碚撘罁?jù)。
[Abstract]:In view of the problem of false reporting between grass-roots government and provincial government and the determination of the proportion of compensation apportioned among governments at all levels in rural drinking water safety project compensation, This paper establishes a game model of supervision between central and local governments to supervise the false report of local government, and constructs a model of share ratio to determine the share ratio of all levels of government. The model is applied to a rural drinking water project in Jiangsu province. The research results provide theoretical basis for central and provincial governments to participate in project allocation.
