【摘要】：目的探討檢驗(yàn)檢疫部門在口岸國際關(guān)注的突發(fā)公共衛(wèi)生事件(PHEIC)風(fēng)險(xiǎn)措施內(nèi)容。方法采用定性的研究方法進(jìn)行,主要包括文獻(xiàn)研究、半結(jié)構(gòu)化訪談/焦點(diǎn)小組訪談、個(gè)人深入訪談與專家會議法進(jìn)行系統(tǒng)研究,確定不同風(fēng)險(xiǎn)等級的PHEIC相關(guān)風(fēng)險(xiǎn)措施。結(jié)論構(gòu)建了國境口岸PHEIC風(fēng)險(xiǎn)措施體系,為PHEIC發(fā)生時(shí),及時(shí)有效地采取針對性的措施奠定基礎(chǔ)。
[Abstract]:Objective to explore the risk measures of PHEICs which are of international concern to inspection and quarantine departments at ports. Methods qualitative research methods were used, including literature research, semi-structured interviews / focus group interviews. The author makes a systematic study on the methods of personal interview and expert meeting to determine the risk measures related to PHEIC at different risk levels. Conclusion A risk measure system of PHEIC in frontier port is constructed, which lays a foundation for timely and effective taking of targeted measures when PHEIC occurs.
