【摘要】：摘要：近年來,XX省委、省政府高度重視職業(yè)病防治工作,開展職業(yè)病危害源頭治理和重點職業(yè)病專項整治,規(guī)范用人單位職業(yè)健康管理和勞動用工管理,嚴肅查處危害勞動者身體健康和生命安全的違法行為,全社會職業(yè)病防治意識逐步增強,職業(yè)病高發(fā)勢頭得到一定遏制。但是,當前職業(yè)病防治現(xiàn)狀仍不容樂觀。 本研究采用橫斷面研究方法,從XX省職業(yè)病防治的現(xiàn)狀出發(fā),分3個層面分別對XX省8個市州政府、516家存在職業(yè)危害企業(yè)、2893名接害作業(yè)職工進行了問卷調(diào)查,收集了反映當前職業(yè)病監(jiān)管問題的典型案例,并組織召開了相關(guān)部門、企業(yè)和職工代表參加的座談會,對當前XX省職業(yè)病防治總體形勢、職工職業(yè)健康權(quán)益保障情況、企業(yè)職業(yè)健康管理狀況、政府及有關(guān)部門監(jiān)管現(xiàn)狀等方面的信息進行了深入細致的了解,發(fā)現(xiàn)XX省職業(yè)病防治總體情況可控,但仍存在地方政府行政監(jiān)管缺位,企業(yè)職業(yè)衛(wèi)生管理混亂,職工職業(yè)健康權(quán)益受到侵害的問題,職業(yè)病防治總體形勢依然嚴峻。 針對當前存在的實際問題,進行了原因分析,一是地方政府工作機制層面,發(fā)展觀念上片面追求GDP,政策法規(guī)上存在盲區(qū),工作體制上關(guān)系未理順；二是企業(yè)職業(yè)衛(wèi)生管理層面,追求利益最大化忽視職業(yè)健康,教育培訓(xùn)不到位不了解職業(yè)健康；三是職工職業(yè)健康素質(zhì)層面,崗位技能素質(zhì)、職業(yè)健康意識、自我維權(quán)意識不強。提出了對策建議,一是健全監(jiān)管工作機制；二是完善相關(guān)法律制度；三是加強行政監(jiān)督執(zhí)法；四是提升機構(gòu)隊伍水平；五是深化安全文化建設(shè)。
[Abstract]:Abstract: in recent years, the Party Committee of XX Province and the provincial government attach great importance to the prevention and control of occupational diseases, carry out the source control of occupational disease hazards and special regulation of key occupational diseases, standardize the occupational health management and labor management of employing units. We should seriously investigate and deal with illegal acts that endanger the health and safety of workers, gradually increase the awareness of occupational disease prevention and control throughout the society, and contain the high incidence of occupational diseases to a certain extent. The current situation of occupational disease prevention and treatment is still not optimistic. Based on the present situation of occupational disease prevention and control in XX province, 516 occupational hazard enterprises in 8 cities of XX province were analyzed in three levels. A questionnaire survey was conducted among 2893 workers who were exposed to injuries, and typical cases reflecting the current occupational disease supervision were collected, and a forum was organized and attended by relevant departments, enterprises and representatives of staff and workers. The general situation of occupational disease prevention and control in XX province, the protection of workers' occupational health rights and interests, the status of occupational health management in enterprises, and the current situation of supervision by the government and relevant departments were deeply and meticulously understood. It is found that the overall situation of occupational disease prevention and control in XX province is controllable, but there are still problems such as the absence of local government administrative supervision, the confusion of enterprise occupational health management and the infringement of workers' occupational health rights and interests. The overall situation of occupational disease prevention and treatment remains grim. In view of the existing practical problems, this paper analyzes the reasons. Firstly, the local government's working mechanism level, the one-sided pursuit of GDPs in the development concept, the blind zone in policies and regulations, and the unstraightened relationship in the work system; Second, enterprise occupational health management level, the pursuit of maximum benefits ignore occupational health, education and training do not understand occupational health; Third, the level of workers' occupational health quality, post skill quality, occupational health awareness, awareness of self-protection is not strong. Second, perfect the relevant legal system; Third, strengthen administrative supervision and law enforcement; Fourth, to improve the level of the organization team; Fifth, deepen the construction of safety culture.
