【摘要】：在眾多治理垃圾問題的政策中經(jīng)濟(jì)政策是有優(yōu)越性的,而稅費(fèi)政策又處于經(jīng)濟(jì)政策中的核心地位。從垃圾的角度看,分為工業(yè)垃圾,生活垃圾和農(nóng)業(yè)垃圾。現(xiàn)有的政策中,工業(yè)垃圾的排污費(fèi)征收金額偏低達(dá)不到治理污染的目的,生活垃圾的垃圾處理收費(fèi)無論從廣度和深度上看都不足,且收費(fèi)標(biāo)準(zhǔn)也偏低,不能促進(jìn)垃圾處理產(chǎn)業(yè)的發(fā)展,農(nóng)業(yè)垃圾存在稅費(fèi)政策的真空。從稅費(fèi)政策的宏觀角度看,為了達(dá)到垃圾的減量化、資源化、無害化,垃圾的稅收政策應(yīng)該圍繞著兩個方面進(jìn)行。一方面是主要為了減量化目標(biāo)的正面的規(guī)范和約束的課稅或收費(fèi),另一方面是為了實(shí)現(xiàn)資源化和無害化的側(cè)面鼓勵的稅收優(yōu)惠的政策。本文以三類主要垃圾為框架,以稅費(fèi)政策為線索,分析現(xiàn)有各類垃圾的稅費(fèi)政策的缺點(diǎn),在此基礎(chǔ)上分別提出了工業(yè)垃圾進(jìn)行排污費(fèi)改稅,生活垃圾完善收費(fèi)政策,農(nóng)業(yè)垃圾適時包含在稅費(fèi)政策范圍中,且對于有利于垃圾處理的相關(guān)行業(yè)或環(huán)節(jié)給予稅收優(yōu)惠。
[Abstract]:Among the rubbish problem in economic policy management policy is superior, and the tax policy will also play an important role in the economic policy. From the perspective of garbage, divided into industrial waste, waste and agricultural waste. The existing policy, industrial garbage collection of sewage charges are not up to the amount of low pollution the purpose of garbage disposal garbage fees from both the breadth and depth of view are inadequate, and the fees are low, can promote the development of industrial waste, agricultural waste are vacuum tax policy tax policy. From the macroscopic angle of view, in order to achieve harmless waste reduction, recycling, and waste the tax policy should be around two aspects. One aspect is mainly to the reduction of positive norms and constraints of tax or fee, on the other hand is the side of the drum in order to realize the resourceful and harmless Description of the tax preferential policies. In this paper, three main types of garbage as a framework, to tax policy as a clue, analysis of existing types of garbage tax policy shortcomings, this paper proposes the industrial waste discharge fees, garbage fees to improve agricultural policies, timely garbage contained in the range of tax policy, and for relevant industry waste disposal or link to give tax breaks.
